Description:

Client First Technologies currently is seeking a Program Analyst in support of our government customer. The Program Analyst works closely with program leadership, engineers, service desk personnel, and external stakeholders to facilitate onboarding, issue resolution, compliance documentation, and process standardization. The position plays a critical role in ensuring secure, scalable, and policy-compliant external collaboration capabilities while maintaining operational continuity and stakeholder transparency. This role combines program coordination, technical analysis, documentation development, and customer engagement responsibilities within a high-visibility, compliance-driven environment.

Responsibilities

  • Support planning and execution of enterprise B2B collaboration initiatives, including coordination of onboarding activities for external organizations and programs.
  • Track and manage intake requests, ensuring timely processing, documentation completeness, and alignment with established workflows and service expectations.
  • Develop and maintain program documentation, including integration plans, process flows, stakeholder engagement artifacts, and operational procedures.
  • Assist in drafting and maintaining governance documentation such as memoranda of understanding, memoranda of agreement, interconnection agreements, and related compliance artifacts.
  • Support development and maintenance of security and compliance documentation associated with B2B integrations, including coordination with engineering teams to ensure artifacts align with established cybersecurity policies and authorization requirements.
  • Coordinate with identity management, security engineering, and infrastructure teams to support implementation of secure external access solutions.
  • Monitor and report on program metrics, ticket volumes, onboarding status, and performance indicators to support leadership visibility and decision-making.
  • Facilitate stakeholder meetings, prepare agendas and meeting summaries, and track action items to closure.
  • Support incident tracking and issue resolution related to B2B integrations, escalating risks or delays as appropriate.
  • Assist with development of training materials, user guidance documentation, and knowledge resources to support external collaboration capabilities.
  • Contribute to continuous process improvement initiatives to enhance onboarding efficiency, governance clarity, and operational effectiveness.
Requirements:

Qualifications

  • Bachelorโ€™s degree in Information Technology, Cybersecurity, Business Administration, Public Administration, or a related field (or equivalent professional experience)
  • Minimum of five (5) years of experience supporting IT programs, identity management initiatives, or enterprise collaboration environments
  • Experience supporting cross-organizational or interagency initiatives involving secure information sharing or federated identity solutions
  • Familiarity with Microsoft 365 collaboration services, including Teams, SharePoint Online, and OneDrive for Business
  • Hands-on experience with identity and access management concepts, including Microsoft Entra ID (Azure Active Directory), B2B guest access, conditional access, and role-based access control
  • Hands-on experience with cybersecurity and compliance principles, including documentation requirements for secure system interconnections
  • Experience preparing formal program documentation, governance artifacts, and process documentation in structured enterprise environments
  • Strong analytical and organizational skills, with the ability to track multiple onboarding efforts and stakeholder requirements simultaneously
  • Excellent written and verbal communication skills, including the ability to draft formal documentation and present status updates to leadership
  • Experience using ITSM platforms and ticketing systems to manage intake requests and workflow tracking
  • Ability to collaborate effectively with technical teams, security personnel, program managers, and external stakeholders
  • Ability to obtain and maintain the required background investigation and security clearance level appropriate to the role
  • Any of the following Certifications are preferred: Security+, Relevant Microsoft identity and security certifications (e.g., Microsoft Identity and Access Administrator, Azure Solutions Architect Expert, Microsoft 365 Enterprise Administrator Expert) and/or ITIL Foundation
