Job Overview

The Police Captain provides leadership within the GUPD and is responsible for managing, preparing, administering and directing all assigned personnel, resources and funds, for the purpose of meeting department goals and objectives. Incumbent works under the general direction of, and reports directly to, the Deputy Chief of Police.

The Police Captain displays a level of current knowledge and skill expected of someone in their position and level of responsibility, executes the duties and responsibilities of the position, and completes written reports/correspondence /assignments/projects, in a thorough, timely, and efficient manner. The Police Captain interacts with all people in a professional, courteous, and tactful manner while maintaining professional relationships with internal and external partners. The Police Captain thinks logically/critically to solve problems, evaluate the relevance of information/data, makes sound decisions, and anticipates the implication of decisions/actions. Provides feedback, recognition, coaching/counseling, constructive criticism, and discipline to improve performance and works with subordinates to identify their development needs and improve their performance.

When assigned - serves in the role of Operations Captain for all Operational functions. The Police Captain applies pertinent subject-matter knowledge-such as laws, regulations, policies, procedures, rules, and technology-to ensure operational tasks are completed in a timely and efficient manner. The Police Captain maintains oversight of fixed and patrol post and makes sound, effective, and/or takes action to ensure proper distribution of staffing, high levels of service, and efficient delivery of safety and security services. The Police Captain responds to stressful, changing and critical incidents to assume the role of Incident Commander as needed.

Work Interactions

GUPD provides a full range of law enforcement services in support of the academic and public service missions of Georgetown University, serving a diverse community of faculty, staff, and students. Second in rank to the Deputy Chief of Police, the Police Captain assumes full responsibility for command of the department in the absence of the Deputy Chief. The Police Captain may be called upon 24 hours a day to provide management for critical incidents including civil unrest, natural and man-made disasters, high-profile crimes and police actions or other significant department operations.Work closely with internal and external stakeholders to collaborate with, develop, implement Event Action Plans (EAP) and scheduling for special events and VIP visits. The Police Captain should have a clear understanding of employee developments, goal setting and performance reviews. The Police Captain must be able to fulfill all the essential duties of a sworn police officer and to perform the functional role of lower ranks as required. The Police Captain is occasionally expected to attend off-site training and to provide mutual aid to other agencies or locations, based on the needs of the department.

When assigned - serves in the role of Administrative Captain for all Administrative functions. The Police Captain assists in the development and administration of department policy and procedure, managing department budget and staffing, carrying out hiring, termination and other human resources and disciplinary actions. The Police Captain effectively manages personnel, finances, equipment, investigations, and other GUPD resources. The Police Captain serves as a public representative of the department and the University, providing necessary command and control in the absence of other ranking supervisors or managers, ensuring department compliance with law, regulation and policy, and other administrative duties or projects as assigned. The Police Captain develops and implements a variety of proactive educational, outreach and crime prevention programs unique to the University community.

Requirements and Qualifications

  • Must have current / previous experience at the rank of Lieutenant or higher for at least three (3) years, with ten (10) years or more total experience including at least six (6) years of managerial experience along with performing all aspects of the role of police officer, Sergeant, and Lieutenant.

  • Previous experience in and responsibility for critical incident response and notification procedures desired.

  • Previous experience and/or training in situations involving sexual assault and discrimination (including religious, racial, and sexual orientation) preferred.

  • An equivalent combination of training and experience may be considered in lieu of the above-listed requirements

  • 5 years in higher education law enforcement preferred

  • Bachelor's degree required; Master's degree preferred

Technical Qualifications or Specialized Certification:

  • Must be a U.S. Citizen.

  • Must be at least 21 years of age.

  • Must possess and maintain a valid driver's license with no violations in the last five years and able to pass Georgetown University driver's certification.

  • All applicants are subject to a written test, a report writing test, drug test, physical examination by a medical doctor to university specifications, and extensive psychological testing. Must be able to pass a comprehensive background investigation.

  • Must qualify for and maintain a Special Campus/University Police Officer's Commission.

  • Must have thorough knowledge and understanding of criminal and civil law, and of modern policing issues, philosophies, policies, practices, procedures, trends, laws, regulations, law enforcement management theory, and administrative standard, and how they may be applied within a university environment.

  • Demonstrated ability to exercise sound judgment and take decisive action in critical situations.

  • Proficient ability to use vehicles, computer systems, weapons and other technologies and tools employed by police agencies

  • Must be comfortable using computers including Microsoft Word, Excel, and email and/or the ability to learn these applications is essential

  • Knowledge of telecommunications equipment is desirable. Administrative and clerical skills

  • Must possess tact, patience, a courteous demeanor and pleasant personality in order to deal with students, staff, faculty, visitors, and community members

  • Must respect the use of police powers in relation to a university environment. Excellent verbal and written communications skills, including report writing, are essential.

  • This position is considered essential under the University Personnel policy guidelines and therefore is subject to be on call when necessary.

  • Must be willing to work extended, odd, or off hours to achieve the expectations of the Department. This may include rotating tours of duty (day shifts, evening shifts, overnight shifts) with fluctuating days off, according to departmental needs.

  • Ability to supervise, evaluate, manage, and motivate subordinate sworn and non-sworn personnel

  • Possess tact, courteous demeanor and pleasant personality in order to deal with students, faculty, staff, visitors, dignitaries and community members

  • Respect the use of police powers in relation to a university environment

  • Superior written and oral communication skills required

  • Emergency management experience preferred

  • Demonstrated leadership in a higher education environment is desirable.

Pay Range:

The projectedsalary or hourly pay range for this position which represents the full range of anticipated compensation is:

$66,783.00 - $126,720.23

Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
