Job description

Overview:

We are seeking a detail-oriented and proactive Labor Compliance Specialist to join our team. This role is vital in ensuring that our organization adheres to all relevant labor laws, regulations, and internal policies. The ideal candidate will have a strong understanding of Public Works Labor Compliance standards, excellent analytical skills, and the ability to collaborate across departments to maintain ethical and legal standards in workforce management. This position offers an opportunity to contribute to the integrity of our operational practices while supporting organizational growth and compliance excellence. Labor Compliance Specialist will oversee and supervise the organizationโ€™s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations including but not limited to prevailing wage laws, where applicable. This position works closely with contractors, project managers, and regulatory agencies to monitor prevailing wage requirements, certified payroll records, and labor standards compliance. Familiarity with the California Department of Industrial Relations (DIR) is required.

Key Responsibilities:
  • Ensure compliance with prevailing wage and labor compliance requirements on public works projects
  • Review, analyze, and audit certified payroll records through DIR systems
  • Monitor contractor and subcontractor adherence to labor laws and contract requirements
  • Coordinate with DIR, contractors, and internal staff regarding labor compliance issues
  • Conduct job site interviews and investigations as needed
  • Prepare reports, findings, and documentation related to labor compliance
  • Provide guidance and training to contractors regarding DIR registration, payroll reporting, and compliance requirements
  • Assist with resolving wage disputes, penalties, and enforcement actions
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Facilitates audits by providing records and documentation to auditors.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Performs other duties as assigned.
  • Qualifications:
  • 3 years experience working with public works labor compliance programs
  • Working knowledge of California DIR requirements, including prevailing wage laws and certified payroll reporting
  • Ability to interpret labor laws, regulations, and contract documents
  • Strong attention to detail and organizational skills
  • Effective written and verbal communication skills
  • Proficiency with compliance tracking systems and standard office software (Quickbooks Online & Foundation is a PLUS)
  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
