Job description

Purpose of the Position NH-3: Serves as an IT Specialist in the Learning Solutions Center.
Purpose of the Position NH-4: Serves as an IT Specialist in the Learning Solutions Center who serves as a technical authority and operational lead for the enterprise learning systems and digital platforms in support of university mission requirements.Qualifications:All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to meeting the basic requirement, you must have one year specialized experience.
NH-03:
One year of specialized experience equivalent to the GS-11 or equivalent, in other personnel pay systems. Specialized experience as follows:
  1. Experience in LMS configuration and integrations with external systems, including Human Resources Information Systems (HRIS), workforce data feeds, commercial learning content providers, authentication platforms, and partner systems.
  2. Experience in acquisition planning, contract administration, and vendor management activities for LMS technologies, commercial learning content, software licensing agreements, and related service support contracts.
  3. Experience with technical teams, vendors, and stakeholders to conduct system testing, user acceptance testing (UAT), production readiness reviews, and data validation activities.
  4. Experience data migration projects by developing and executing test scenarios, validating migrated records, documenting findings, collecting end-user feedback, and assisting with implementation and cut-over activities to ensure successful transition to production environments.
NH-04: One year of specialized experience equivalent to the GS-13 or equivalent, in other personnel pay systems. Specialized experience as follows:
  1. Managing, configuring, sustaining, and optimizing enterprise Learning Management Systems, including Cornerstone OnDemand or similar cloud-based LMS platforms, to support large-scale learner populations, administrative workflows, catalog structures, content delivery, reporting, and long-term platform scalability.
  2. Monitoring, testing, troubleshooting, and validating integrations between learning platforms and external systems, including HR systems, workforce data feeds, authentication services, commercial content providers, and partner systems, with responsibility for resolving data errors, failed feeds, reporting discrepancies, and access issues.
  3. Leading technical planning and execution for learning technology initiatives, including system enhancements, data migrations, user acceptance testing, pilot deployments, phased rollouts, production cutover, sustainment planning, and coordination with stakeholders to translate business requirements into system configurations and implementation plans.
  4. Supporting acquisition and contract management activities for learning technology products and services, including serving as or supporting a Contracting Officer's Representative, conducting market research, developing technical requirements, reviewing vendor solutions, evaluating performance, and assessing cost, schedule, scope, licensing, and service delivery impacts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:Education is not substitutable for specialized experience for this grade level.
