Position Overview

JMark Services is seeking an experienced and highly organized Operations Manager III to support the Office of the Under Secretary of War for Intelligence and Security (OUSW(I amp;S)) Sensitive Activities amp; Special Programs (SASP).

This position provides operational leadership, security oversight, and program management support within highly sensitive national security environments. The ideal candidate will possess extensive experience managing operations within defense, intelligence, or special access program environments and demonstrate the ability to operate effectively in fast-paced, high-visibility settings supporting senior government leadership.

The selected candidate will play a critical role in safeguarding sensitive programs, supporting mission execution, coordinating across agencies, and maintaining compliance with SCIF/SAPF security requirements.


Key ResponsibilitiesOperational Leadership
  • Oversee and manage daily operations supporting the Influence and Perception Management Office in alignment with strategic mission objectives.
  • Develop, implement, and maintain quality control processes to ensure operational excellence and service delivery standards.
Security amp; Compliance
  • Identify, assess, and mitigate security incidents and develop response recommendations for government leadership.
  • Serve as the Program Security Officer (PSO) and subject matter expert for Special Access Program (SAP) and special security support activities within SCIF and SAPF environments.
Security Coordination amp; Access Management
  • Monitor and manage SCIF/SAPF access procedures while ensuring compliance with all physical and administrative security requirements.
  • Coordinate with the OUSW(I amp;S) Special Access Program Central Office, Special Security Office, Joint Staff, and Military Service security offices regarding security guidance, compliance matters, and issue resolution.
Program amp; Policy Support
  • Initiate and coordinate Program Access Requests (PARs) and facilitate Alternate Compensatory Control Measure (ACCM) access requests.
  • Maintain and update classified access management systems and records.
Facility amp; Resource Management
  • Coordinate facility requirements, communications systems, IT resources, and equipment supporting SCIF/SAPF operations.
  • Prepare for and support government security inspections and compliance reviews.
Strategic Planning amp; Reporting
  • Assist in the development and execution of policies and procedures for safeguarding SAP, SCI, and collateral information supporting DoW and interagency operations.
  • Review, monitor, and report action item status, operational activities, and deliverables utilizing CATMS and JSAP systems.

Required Qualifications
  • Active TS/SCI Clearance
  • U.S. Citizenship required
  • Bachelor’s Degree from an accredited institution
  • Minimum of 10 years of operations management experience, preferably supporting defense, intelligence, or national security programs
  • Experience supporting security operations and Special Access Programs (SAP)
  • Strong leadership, organizational, and communication skills
  • Demonstrated ability to operate independently and collaboratively in high-pressure environments
  • Experience managing classified information and implementing security compliance requirements
  • Familiarity with SCIF/SAPF operations and security protocols

Preferred Qualifications
  • Experience supporting OSD, Joint Staff, or Intelligence Community organizations
  • Familiarity with CATMS, JSAP, and classified access management systems
  • Experience coordinating across interagency and military organizations
  • Knowledge of SAP, SCI, and collateral information safeguarding procedures
