Program Manager
This position is contingent upon contract award. Hiring is anticipated to begin upon contract award.
Position Overview
Altus Technology Solutions is seeking a highly experienced Program Manager to lead and deliver a large-scale federal support program at Marine Corps Base Quantico, VA. The Program Manager will serve as the primary point of contact with Government leadership, ensuring effective delivery and integration of aviation and ground safety, certification, technical and administrative support, training area operations, and modernization activities.
The individual will directly manage program performance, staffing, stakeholder relationships, budgets, schedules, and risk management to support mission success and maintain compliance with Government requirements. Strong transition and onboarding capabilities are essential to ensure personnel and operations are ready to support the customer from the start of performance.
A Secret security clearance or Interim Secret clearance is required for this position, as personnel will work in government-provided office spaces in direct support of customer operations.
Primary Responsibilities
Duties include but are not limited to:
  • Direct integrated program delivery across multiple technical, operational, and administrative functions while maintaining mission continuity.
  • Serve as the primary liaison with Government representatives and Altus corporate leadership; lead routine meetings and facilitate timely issue resolution.
  • Manage program budget, schedule, staffing plans, and risk mitigation strategies in alignment with performance objectives and Government requirements.
  • Oversee aviation and ground safety, certification, administrative operations, technical systems, GIS, and training support activities while ensuring compliance with applicable military directives.
  • Supervise knowledge transfer and staff onboarding and ensure personnel are prepared to support operations.
  • Coordinate, monitor, and report on program deliverables and performance metrics.
  • Facilitate continuous process improvement, quality management, and consistent reporting.
  • Lead the decision escalation process and ensure critical program matters are addressed promptly.
  • Foster a collaborative and solution-oriented environment across multidisciplinary teams and Government counterparts.
Qualifications
  • Bachelor's degree in a relevant field is required.
  • Minimum of 10 years of experience managing complex, multidisciplinary Federal programs or contracts, preferably within DoD.
  • Proven ability to manage, lead, and motivate teams supporting technical, operational, and administrative functions.
  • Strong working knowledge of military directives, training area operations, safety programs, and defense contracting.
  • Current Secret security clearance or Interim Secret clearance is required.
  • Superior communication, stakeholder engagement, and problem-solving skills.
  • Demonstrated experience with program/contract budget management, staff supervision, and risk management.
  • Ability to multitask, prioritize under tight schedules, and deliver results in dynamic operational environments.
  • Ability to support program transition and ensure readiness of key personnel.
  • U.S. citizenship and eligibility to maintain the required clearance.
  • Familiarity with RFMSS, RMTK, GIS, and applicable military range and training directives.
Specialized Experience
  • Experience managing or supporting aviation, ground, or laser safety programs.
  • Experience with certification programs, technical systems administration, GIS, and installation support.
  • Experience coordinating knowledge transfer, staff onboarding, and full life-cycle management of Federal programs.
  • Experience with contract performance monitoring, reporting, and Government deliverable oversight.
  • Prior leadership supporting military training area modernization, sustainment, safety, or operational initiatives.
  • Preferred: PMP, PgMP, DAU Program Management coursework, or ITIL v4 Foundation certification.
