ServiceSource is an organization of talented people who drive innovation, embrace change, and* *strengthen communities**.***Job Summary**The Facilities Manager serves as the on-site lead for the execution and oversight of a government contract for building management services across multiple dormitory facilities. This individual ensures all contract deliverables, personnel activities, inspections, reporting, vendor coordination, and quality control requirements are completed in accordance with the Performance Work Statement (PWS). The Facilities Manager is the primary liaison with the government COR and is responsible for daily operations, performance monitoring, compliance, and customer satisfaction.**Primary Duties****Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.** These duties and responsibilities will be rated on the Annual Performance Review.* Serve as the primary point of contact for the government COR and all contract-related communications.* Oversee daily operations, performance, and task execution for all assigned staff, including general maintenance, inspections, reporting, and vendor coordination.* Recruit, screen, interview, and onboard contract personnel in coordination with HR and security requirements.* Ensure contract staffing levels are maintained and all personnel meet background check, training, and certification requirements.* Monitor and ensure compliance with the PWS, Quality Control Plan (QCP), and Safety Plan.* Supervise and support a multidisciplinary team including general maintenance workers, database/reporting personnel, and quality assurance support staff.* Ensure timely input and accuracy of NEXGEN work orders and the generation of required daily, weekly, and monthly reports.* Coordinate scheduling of vendor services and oversee escort procedures and compliance with site access requirements.* Track contract deliverables and performance metrics; ensure contract requirements are met or exceeded.* Identify deficiencies or process gaps and implement corrective actions in coordination with the COR.* Maintain accurate personnel schedules and adjust coverage to meet fluctuating operational needs.* Oversee training compliance for all contract staff, including security clearances, CAC access, ISCTC, OPSEC, and other required government trainings.* Conduct internal audits and reviews to ensure inspection checklists, reports, and logs meet quality and compliance standards.* Provide regular briefings and written updates to senior leadership on contract performance, issues, and risks.* Participate in meetings, inspections, and walkthroughs with base personnel and external auditors.**Additional Responsibilities*** Implement innovative solutions and process improvements to increase operational efficiency and service quality.* Identify workflow gaps, propose technology enhancements, and streamline reporting and inspection procedures.* Recommend and lead initiatives that improve client satisfaction, resource utilization, and cost-effectiveness.* Perform and lead mission essential functions in response to weather events and/or other significant events that may occur at the base (e.g., snow and heavy rain events, hurricanes). Includes performing services, providing personnel and coordinating vendors for emergency response activities.* Perform other responsibilities as assigned.**Qualifications: Education, Experience, and Certification(s)*** Bachelorโ€™s degree in Business Administration, Project Management, Facilities Management, or related field preferred (may substitute experience).* Minimum of 5 yearsโ€™ experience managing government or facilities contracts, with oversight of personnel, reporting, and service quality required.* Must have 2 years of supervisory experience or demonstrated leadership traits in facility maintenance management at a facility of a similar scope, size and complexity as the JBSA FSH.* Must have clean MVR/Driving Record.**Knowledge, Skills, and Abilities*** Superior organizational skills, detail oriented.* Time management โ€“ effectively and efficiently manage oneโ€™s own time and the time of others to meet deadlines.* Communication โ€” Very strong oral and written communication skills.* Ability to coordinate and direct personnel, lead teams, and work independently with minimal guidance or supervision.* Ability to avoid as well as solve problems; be innovative and proactive; use critical thinking skills; and foster an environment of continual improvement.* Must possess the ability to solve a variety of maintenance, logistical, and customer service-related challenges in a timely manner and respond appropriately to queries from the government customer.* Experience in hiring, training, and supervising multi-disciplinary teams in a fast-paced, compliance-driven environment.* Strong knowledge of facility maintenance operations, building inspection standards, and vendor coordination.* Demonstrated ability to identify and implement efficiency improvements and process innovations.* Experience using CMMS systems (e.g., NEXGEN, Maximo) and Microsoft Office (Excel, Word, Outlook, Teams).* Familiarity with FAR, DoD policies, and federal training/security clearance requirements.* Strong interpersonal, problem-solving, and communication skills; ability to interface effectively with military and civilian personnel.* Must be eligible for a background check and CAC issuance; prior experience with government contracting preferred.* Must be able to complete all required government training including Cyber Awareness, AT Level I, OPSEC, and others.**Physical Demands**The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. **Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions**.While performing the duties of this job, the employee is regularly required to stand; reach with hands and arms; and talk or hear.
