Delta Protective Services- Human Resources Manager
Location: Stockton, CA | Full time | In Office | Salary $75,000-$85,000

PURPOSE

The Human Resources Manager performs and manages all Human Resources services, policies, and programs for Delta Protective Services, and carries out responsibilities in accordance with company policy and federal and state law in a manner that protects the company’s reputation and advances our mission.

ESSENTIAL FUNCTIONS

  • Oversee and manage all areas related to the human resources function of the company.
  • Serve as a company representative in matters related to HR.
  • Proactively keep up to date on federal, state, and local applicable laws and apply these through policies and procedures to ensure 100% compliance and minimize risks to the company.
  • Continuously assess, improve and refine processes, procedures, systems, workflows, reporting, and communications.
  • Policies and procedures – analyze, devise, revise, implement, evaluate, and monitor policies and procedures, programs, and process improvements in the employee handbook, personnel memorandums, forms and templates, and other related documents to ensure adherence to applicable laws and best practices; partner with management to communicate policies and procedures to staff.
  • Employee Relations – Investigate and resolve employee concerns and complaints; manage the disciplinary process; maintain and enforce company rules, policies, and procedures in a fair and impartial manner in the best interests of clients, company, and staff.
  • Facilitate employee engagement and retention initiatives; foster a work environment that is aligned with the company’s core values; promote a high level of employee morale.
  • Manage employee benefits programs efficiently and effectively.
  • Serve as custodian of employee files; process, verify, and maintain proper documents and safeguard records in accordance with applicable laws and company policies; compile and update forms, manuals, and documents as needed.
  • KPI’s & Reporting – Meet company KPI’s related to employee training compliance, government compliance and staff levels and provide weekly reports.
  • Staffing – ensure adequate level of coverage for all clients, anticipate staffing needs, and take appropriate actions.
  • Recruiting – write and post job ads, screen applications, schedule and conduct interviews, provide hiring recommendations, create employment offer letters, perform background checks, administer assessments and ensure drug screening tests are completed, and administer hiring and onboarding (Interviews, orientation & company training).
  • Employee Training – Ensure employees complete required BSIS (Bureau of Security and Investigative Services) trainings and remain compliant with BSIS regulations; train employees to provide clients with outstanding service; provide dynamic training in company guiding principles, policy, procedures, guidelines, rules, regulations, expectations, and requirements. Maintain company training portal website.
  • Management:
    • People: Schedule, support, monitor, and direct employees.
    • Technology: Manage employee access to computer systems, applications, and networks.
    • Performance: Assess, evaluate, and develop employees. Ensure KPIs and other goals are met. Provide appropriate corrective action when needed.
    • Experience in payroll preferred.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor’s degree or 5+ years’ work experience as HR manager required. Degree in Human Resources Management, Business Administration, Management, or other relevant fields preferred.
  • 5+ years of experience in progressively responsible human resource roles in California.
  • 2+ years of experience in a management role.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification.
  • CPP certification preferred.
  • Proficient in Microsoft Office (Word, Excel, Outlook and PowerPoint).
  • Knowledgeable in HRIS.
  • Well-versed in current California and federal labor laws, including requirements specific to the security industry.
  • Self-directed and self-disciplined, highly organized and detail-oriented with exceptional work ethics.
  • Strong problem-solving and decision-making skills. Ability to think critically, provide data-backed explanations and course of action clearly and efficiently.
  • Strong customer service orientation.
  • Ability to maintain confidentiality, exercise discretion and sound judgment; able to be entrusted with confidential and sensitive information.
  • Excellent verbal and written communication.
  • Ability to build positive relationships with clients, employees, and vendors.
  • Experience in security industry and BSIS regulations preferred.
