What is a HEOR Manager job?
A HEOR (Health Economics and Outcomes Research) Manager is responsible for demonstrating the value of pharmaceutical products, medical devices, or healthcare interventions through economic models and real-world evidence. They design and conduct studies to assess clinical, economic, and patient-reported outcomes, supporting market access, reimbursement, and pricing strategies. HEOR Managers collaborate with cross-functional teams, including medical affairs, regulatory, and commercial teams, to generate data that informs healthcare decision-making. Their work helps ensure that treatments provide meaningful health benefits while being cost-effective for healthcare systems.
What are the typical daily responsibilities of a HEOR Manager in the pharmaceutical or healthcare industry?
A HEOR Manager typically leads projects focused on generating and communicating evidence about the economic and clinical value of healthcare products or interventions. Their daily tasks often include analyzing real-world and clinical trial data, developing health economic models, designing outcomes studies, and preparing reports or publications for internal and external stakeholders. HEOR Managers regularly collaborate with medical affairs, market access, and regulatory teams to align research objectives with organizational goals. They may also interact with external partners such as academic researchers and healthcare payers to support reimbursement and policy discussions. This role offers a dynamic work environment with opportunities for cross-functional teamwork and significant impact on product strategy.
What are the key skills and qualifications needed to thrive in the Heor Manager position, and why are they important?
To thrive as a HEOR (Health Economics and Outcomes Research) Manager, a strong background in health economics, epidemiology, statistics, or a related field is essential, typically supported by an advanced degree such as a master's or PhD. Proficiency with data analysis tools (such as SAS, R, or Excel), familiarity with health outcomes models, and understanding of real-world evidence methodologies are commonly expected, and certification in health economics or related areas is advantageous. Excellent project management, stakeholder engagement, and communication skills help HEOR Managers effectively translate complex findings and lead cross-functional initiatives. These capabilities are critical for generating actionable insights that inform healthcare decision-making and demonstrate the value of medical products to payers and regulatory bodies.

Here, you will find more than just a job-you will find purpose and pride.
Your role at Baxter
The Manager, Health Economics & Outcomes Research (HEOR) is the primary health economics lead for Baxter's Advanced Surgery portfolio. This role is responsible for defining the evidence strategy and leading the development of clinical and economic value evidence that supports scientific exchange and healthcare decision-making.
This individual partners closely with Medical Affairs and Real-World Data Analytics to translate real-world data into compelling, scientifically rigorous value narratives. The HEOR Manager ensures that hospital utilization insights are transformed into robust economic models and evidence supporting value-based care, hospital contracting, and healthcare system efficiency.
What you'll be doing:
Value Strategy & Economic Modeling
- Design and maintain economic models, including budget impact analyses (BIA) and cost-effectiveness analyses (CEA), across the surgical portfolio (e.g., Floseal, Tisseel, Coseal)
- Develop frameworks to translate hospital utilization data into total cost of care, efficiency, and product optimization insights
- Provide the scientific foundation to support value-based agreements and hospital contracting through economic evidence generation
Evidence Strategy & RWE Study Leadership
- Define the evidence generation strategy and identify key clinical and economic evidence gaps in the U.S. surgical market
- Lead the design of retrospective real-world evidence (RWE) studies and guide analytic execution in partnership with RWD analysts
- Conduct literature reviews and meta-analyses to benchmark product performance against competitive technologies
Scientific Exchange & Publications
- Lead development of peer-reviewed manuscripts, abstracts, and conference submissions (e.g., ISPOR, AORN, surgical congresses)
- Develop and maintain compliant scientific exchange tools ("Safe Harbor" materials) for Medical Science Liaisons and field teams
- Lead Medical/Legal/Regulatory (MLR) review processes to ensure all materials meet compliance requirements
Cross-Functional Partnership
- Partner with Medical Affairs leadership, RWD analysts, and cross-functional teams to align evidence generation with strategic priorities
- Support non-promotional engagement with payers, hospital administrators, and health systems
- Influence stakeholders across Medical and Commercial organizations while maintaining scientific independence
What you'll bring:
- Bachelors in Health Economics, Outcomes Research, Epidemiology, or related field
- 5+ years of HEOR experience in MedTech, Pharma, or consulting, preferably with hospital-based products
- Proven experience developing economic models (BIA, CEA)
- Demonstrated experience in scientific publication development and evidence communication
- Strong ability to interpret outputs from real-world data analyses (e.g., SQL, R, Python-supported workflows)
- Up to 30% travel
Preferred Qualifications
- Experience with surgical or hospital-based product portfolios
- Familiarity with U.S. healthcare economics, hospital cost accounting, and payer reimbursement (CMS, private payers)
- Experience supporting value-based care initiatives or hospital contracting strategies
- Prior experience working in or alongside Medical Affairs organizations
Key Competencies
- Scientific Independence: Maintains objectivity to ensure evidence follows data, not commercial influence
- Strategic Thinking: Connects data and analysis to a clear, compelling value narrative
- Cross-Functional Influence: Effectively partners across Medical, HEOR, and Commercial while maintaining compliance boundaries
- Communication Excellence: Translates complex economic models into actionable insights for diverse stakeholders
Why This Role Matters
This role is critical to advancing Baxter's ability to demonstrate the clinical and economic value of its surgical portfolio. By generating high-quality evidence and translating data into meaningful insights, the HEOR Manager enables informed healthcare decisions, supports value-based care, and strengthens Baxter's scientific credibility in the surgical marketplace.
