Team Leader, Health Insurance Navigation
Salary Range: $18.28-$28.72/hr based on experience and qualifications

About the Role
We're looking for a dedicated Supervisor, Health Insurance Navigation, to join our team and help us continue delivering the level of care our patients and families deserve. In this role, the Supervisor for the NYS Health Insurance Navigator Program is responsible for overseeing, coordinating, and supporting all aspects of Navigator operations to ensure high'quality, compliant, and effective consumer assistance services. This role ensures that Navigators across the region provide accurate, unbiased health insurance enrollment support in accordance with New York State Department of Health (NYSDOH) guidelines, program standards, and reporting requirements. The Supervisor serves as the primary liaison between the organization, subcontracted Navigator sites (if applicable), and NYSDOH.
What You'll Do
Program Oversight & Compliance
  • Ensure full compliance with NYSDOH Navigator Program requirements, policies, and performance standards.
  • Monitor Navigator activities to ensure accurate, ethical, and unbiased consumer assistance.
  • Maintain up'to'date knowledge of NY State of Health (NYSOH) eligibility rules, enrollment processes, and program updates.
  • Develop and implement internal policies, workflows, and quality assurance procedures.

Training & Support
  • Provide ongoing training, technical assistance, and guidance to Navigator staff.
  • Coordinate onboarding for new Navigators, including certification requirements and system access.
  • Conduct regular check'ins, case reviews, and skill'building sessions to ensure consistent service delivery.

Data Management & Reporting
  • Oversee timely and accurate submission of required reports to NYSDOH.
  • Monitor program metrics, enrollment trends, and Navigator performance using state'required data systems.
  • Analyze data to identify gaps, improve service delivery, and inform strategic planning.

Community Engagement & Outreach
  • Support Navigators in developing and executing outreach strategies to reach uninsured and underserved populations.
  • Build and maintain relationships with community partners, healthcare providers, and local organizations.
  • Represent the program at community events, coalition meetings, and stakeholder gatherings.

Operational Management
  • Manage program budgets, contracts, and deliverables in alignment with grant requirements.
  • Coordinate with subcontracted agencies (if applicable) to ensure consistent program implementation.
  • Assist with grant writing, renewal applications, and program audits.

Stakeholder Communication
  • Serve as the primary point of contact with NYSDOH for program updates, compliance matters, and operational guidance.
  • Communicate policy changes, procedural updates, and program expectations to Navigator staff promptly and clearly.

What You Bring
  • Bachelor's degree in related field or equivalent experience.
  • Minimum 3-5 years of experience in program management, health insurance enrollment, public health, human services, or customer service.
  • Strong understanding of health insurance systems, particularly Medicaid, Child Health Plus, Qualified Health Plans, and Essential Plan.
  • Experience supervising staff or providing programmatic oversight.
  • Excellent organizational, communication, and problem'solving skills.
  • Ability to work collaboratively with diverse communities and stakeholders.
