About the Role

Reporting to the Vice President, People Operations, the Global Mobility Director leads the strategy, design, governance, and delivery of global mobility programs across a complex, multi-country environment. This role is accountable for building a compliant, and globally scalable mobility framework that supports business growth, enables talent deployment, and enhances the employee experience.

As the enterprise leader for mobility, you will partner closely with HR, Talent Acquisition, Compensation, Benefits, Tax, Legal, Finance, and external vendors to deliver integrated solutions across international assignments, new market entry, relocations, and immigration. You will balance strategic program design with operational execution, ensuring strong governance, cost efficiency, and alignment with broader Total Rewards and workforce strategies.

About You

Accountability: You take full ownership of the global mobility strategy and execution. You are accountable for program effectiveness, compliance, financial performance, and delivering a seamless mobility experience across regions.

Collaboration: You build strong partnerships across HR, Finance, Tax, Legal, Payroll, and business leadership. You influence stakeholders across a matrixed global organization to align mobility programs with business and talent priorities.

Adaptability: You operate effectively in a dynamic, global environment with evolving regulatory requirements. You balance global consistency with local nuances and adjust quickly to changing business needs and geopolitical considerations.

Enterprise Mindset: You think holistically about how mobility connects to Total Rewards, workforce planning, talent strategy, and employee experience. You build scalable, integrated solutions that support a globally mobile workforce.

Key Responsibilities

  • Global Mobility Strategy & Design: Define and lead a comprehensive global mobility strategy, including international assignments, relocations, short-term assignments, and frameworks. Ensure alignment with business objectives while balancing cost, risk, and employee experience.
  • Program Governance & Procedure Frameworks: Lead the development and continuous improvement of global mobility procedures, standards, and governance frameworks, ensuring consistency, regulatory compliance, and operational excellence, while preserving the agility required to support mission delivery.
  • Vendor & Financial Management: Lead global vendor strategy, including RFPs, selection, and performance management across relocation, tax, immigration, and mobility service providers.
  • Operational Delivery & Program Execution: Oversee the end-to-end delivery of mobility programs, including assignment lifecycle management, relocations, immigration processes, and tax coordination. Ensure high-quality service delivery and continuous process improvements.
  • Stakeholder Partnership & Advisory: Serve as a trusted advisor to HR and business leaders on mobility solutions, workforce deployment, and risk considerations. Partner cross-functionally with Compensation, Benefits, Payroll, Tax, Legal, and Talent Acquisition to deliver integrated solutions.
  • Compliance, Risk & Governance: Ensure adherence to global immigration, tax, employment law, and regulatory requirements. Mitigate risk through strong controls, audits, and governance frameworks, particularly related to cross-border work and permanent establishment risk.
  • Employee Experience & Communications: Enhance the mobility experience through clear policies, communication strategies, and support mechanisms that improve transparency, engagement, and satisfaction for globally mobile employees.
  • Mobility Data, Insights & Technology: Leverage company systems and data analytics to drive insights, improve decision-making, and optimize program effectiveness. Partner with HRIS and technology teams to enhance system capabilities and reporting.
  • Leadership & Team Development: Lead and develop a global mobility team, building capabilities, accountability, and alignment within the broader Total Rewards function.

Basic Qualifications

Education & Experience:

  • Bachelor's degree in Human Resources, Business Administration, Finance, or a related field required.
  • 15+ years of progressive experience in global mobility or expatriate programs.
  • Minimum 5+ years of people leadership experience, including managing teams in a global capacity.
  • Experience in a complex, multinational organization.

Functional Expertise & Leadership:

  • Deep expertise in global mobility program design and delivery, including international assignments, relocations, immigration, and global travel.
  • Strong understanding of global tax, immigration, and employment law considerations related to mobility.
  • Demonstrated experience managing global vendors, including relocation and tax providers.
  • Strong financial acumen, including cost modeling, budgeting, and program optimization.
  • Proven ability to lead complex, cross-functional global programs and drive standardization and efficiency.
  • Excellent stakeholder management and communication skills, with the ability to simplify complex mobility scenarios for diverse audiences and effectively influence senior leadership.
  • Experience working with HRIS and using data and analytics to inform strategy and decisions.

Location:

The ideal candidate will be located in the Houston, TX or greater Washington D.C.-Baltimore area. Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
