Job Title: Engineer – Project Coordinator, DOT PermittingJob Description

The Engineer – Project Coordinator, DOT Permitting supports permitting and agreement activities for infrastructure projects across transmission, distribution, and fiber networks. This role focuses on preparing, submitting, tracking, and communicating permit applications while coordinating closely with internal engineering, construction, and project teams, as well as external agencies, to ensure compliance with all applicable regulations and timelines. The position requires strong attention to detail, clear communication, and the ability to manage multiple priorities in a fast-paced corporate environment.

Responsibilities
  • Assist DOT coordinators with activities related to state, county, and municipal permitting for transmission, distribution, and fiber infrastructure projects.
  • Assemble, review, submit, and track permit applications, ensuring accuracy, completeness, and adherence to regulatory requirements.
  • Communicate permit status updates to internal stakeholders, including engineering, construction, and project management teams, in a timely and clear manner.
  • Coordinate with external agencies such as state DOT districts and local municipalities to resolve permitting issues, answer questions, and facilitate approvals.
  • Ensure compliance with utility accommodation policies, permitting manuals, and applicable regulatory guidelines throughout the permitting process.
  • Assist with oversized load route reviews to support transportation and logistics planning for project materials and equipment.
  • Support the review of Temporary Traffic Control (TTC) plans in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), Part 6.
  • Review design packages, including plan and profile drawings and cross-sections, to verify that permitting requirements are fully met.
  • Perform data entry and documentation tasks to maintain accurate records of permits, agreements, and project-related information.
  • Contribute to project coordination and administration activities, including scheduling, tracking milestones, and supporting project analysis.
  • Collaborate with civil engineering, site development, and land development teams to align design and permitting requirements.
  • Use project coordination and project management tools and methodologies to support efficient execution of permitting activities.
  • Engage in drafting and design-related tasks using tools such as AutoCAD and MicroStation to support permitting documentation.
  • Adhere to established internal processes, tools, and procedures while demonstrating a willingness to learn and adapt as they evolve.
  • Interact effectively with stakeholders at all levels, maintaining professionalism and confidentiality in all communications.
  • Manage multiple projects and competing priorities simultaneously while maintaining strong attention to detail and meeting deadlines.
Essential Skills
  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, and Teams; familiarity with Access is preferred.
  • Experience with AutoCAD, MicroStation, or similar design tools, as well as GIS platforms used for infrastructure and permitting work.
  • Ability to read and interpret engineering drawings, including plan and profile layouts and cross-sections, for transmission, distribution, and fiber projects.
  • Working knowledge of project coordination or project management tools and methodologies.
  • Strong organizational skills with the ability to manage time effectively and handle multiple priorities.
  • Excellent written and verbal communication skills for interacting with internal teams and external agencies.
  • Strong attention to detail and problem-solving abilities when reviewing permits, plans, and regulatory requirements.

  • Minimum of 3 years of relevant experience in transmission or distribution design, fiber infrastructure projects, field operations, or permitting coordination (if no relevant degree).

  • Bachelor’s degree in Engineering, Business, Project Management, or a related field is preferred.
  • Experience supporting state DOT, city, or county permitting processes for utility or infrastructure projects.
  • Familiarity with utility permitting standards, utility relocation processes, and right-of-way coordination.
  • Ability to interpret legal and property-related documents, including easements, right-of-way agreements, and utility relocation agreements.
  • Familiarity with the Manual on Uniform Traffic Control Devices (MUTCD), Part 6, specifically Temporary Traffic Control requirements.
  • Experience using enterprise collaboration or workflow systems, such as project tracking tools and internal permitting systems.
  • Background or exposure to civil engineering, site development, land development, and project analysis.
  • Experience in telecom, construction, and drafting related to permit applications and infrastructure design.
  • Demonstrated professionalism and ability to maintain confidentiality at all times.

Work Environment

This role is based in a corporate office environment and requires working on-site five days per week. Pay and Benefits

The pay range for this position is $40.00 - $50.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
