Job Summary
The Associate Director of Enrollment, Care Management will lead and oversee all enrollment operations for Essen Health Care's Care Management and Health Home programs. This role is responsible for managing enrollment strategy, ensuring regulatory compliance, optimizing workflows, and supporting growth initiatives across partner organizations.
The ideal candidate is a results-driven operational leader with deep knowledge of NYS Health Home enrollment requirements and the ability to scale enrollment processes while maintaining accuracy, compliance, and high service standards.
Responsibilities
  • Enrollment Operations & Strategy
    • Oversee all enrollment and eligibility processes for Care Management and Health Home programs
    • Develop and implement enrollment strategies to support growth targets and program expansion
    • Ensure accurate and timely member enrollment in compliance with NYS DOH and Medicaid Managed Care requirements
    • Manage enrollment forecasting and volume planning
    Compliance & Quality Assurance
    • Ensure enrollment processes meet regulatory and documentation standards
    • Conduct regular audits of enrollment files and workflows
    • Partner with Compliance and Quality teams to address gaps and corrective actions
    • Maintain audit readiness for regulatory reviews
    Team Leadership & Development
    • Build, manage, and mentor enrollment teams
    • Develop standardized training programs and operational procedures
    • Foster a culture of accountability, accuracy, and continuous improvement
    Cross-Functional Collaboration
    • Partner with Care Management Operations, Compliance, IT, Billing, and Clinical teams
    • Support onboarding of new Care Management partners and programs
    • Collaborate with Growth & Strategy teams to align enrollment efforts with expansion initiatives
    Process Improvement & Systems Optimization
    • Design scalable enrollment workflows and best practices
    • Leverage data and metrics to improve turnaround times and member experience
    • Partner with IT to optimize enrollment systems and reporting tools
    Reporting & Performance Metrics
    • Track and report key enrollment KPIs including:
    o Enrollment volume
    o Processing turnaround time
    o Error rates
    o Audit findings
    • Provide regular performance reports to senior leadership

Qualifications
  • 5+ years of experience in healthcare enrollment, care management, or Health Home operations
    • Strong knowledge of NYS Health Home enrollment and Medicaid Managed Care requirements
    • Proven experience leading teams and managing operational workflows
    • Experience with enrollment systems, EMRs, and reporting platforms
    • Excellent organizational, analytical, and communication skills
    • Bachelor's degree required; Master's degree (MHA, MPH, MBA) preferred
    Preferred Qualifications
    • Experience supporting population health or value-based care programs
    • Knowledge of NYC/Bronx healthcare market
    • Experience scaling enrollment operations across multiple partners or sites
    • Familiarity with regulatory audits and quality improvement initiatives
