Description * Salary Grade SG 114* * Recruitment Range Starting at: $65,056.00 - $81,245.00 * ** Salary offered will be determined based on directly related experience ** * Work Location is Town Hall Clayton, NC (Johnston County) * The Town of Clayton is seeking applicants for a Engineering Technician for the Engineering Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. Duties & Responsibilities Performs technical engineering support for proposed private development and capital improvement projects related project management and inspection of public infrastructure.

Performs project management for Private Development Projects including scheduling, overseeing contractors, reviewing construction material submittals, performing periodic inspections, and other activities related to construction of public infrastructure. Inspects new construction of water distribution, sanitary sewer collections, and storm drainage infrastructure for compliance with Town standards and specifications for installation. Inspects new construction of roads for compliance with Town standards and specifications related to subgrade compaction and grade, curb and gutter, asphalt thickness, paving and compaction procedure, and overall finished riding surface.

Schedules inspections with developers and contractors. Inspect residential and commercial driveways. Inspection of public sidewalk and ADA ramps.

Meets with contractors, engineers, owners, project managers, and architects to review and explain construction requirements. Meets with citizens and departments on questions, complaints, and concerns about infrastructure and capital improvement projects. Reviews and approves Record Drawings; reviews final plats for accuracy and conformance with approved subdivision plans and dedication of right-of-way and easements as shown on approved construction drawings.

Provides support to Engineering Department staff as needed to make field modifications, changes to plans, and suggest methods of obtaining compliance based on field conditions. Observes field conditions, inspects construction work in progress, and upon completion, for quality of work and adherence to approved plans and specifications. Makes recommendations of public infrastructure acceptance to the Assistant Director and prepares and provides documentation to the Town Clerk for Town Council action.

Coordinates with various Town departments to ensure the sustainability of public improvements and coordinates updates to applicable specifications and standards. Provide support for environmental programs such as MS4 permits and erosion and sedimentation control as needed. Compiles information for Powell Bill and Federal Highway Administration audits on Town projects.

Special Requirements, Education & Experience Knowledge of public utility infrastructure construction techniques, processes, and materials, and the ability to determine whether design standards and specifications are being met. Knowledge of street, sidewalk, pedestrian and bicycle transportation, and storm drainage system construction techniques, processes and materials, and the ability to determine whether design specifications are being met. Knowledge of engineering specifications and standards relating to water and sewer line, street, and storm drainage construction.

Knowledge of the application of information technology for reporting, surveying, drafting, GIS, and office work. Knowledge of engineering technology. Skill in collaborative conflict resolution.

Skill in customer service excellence. Skill in time management. Ability to perform materials and construction tests, interpret results, and observe water line disinfection.

Ability to read and interpret laws, ordinances, plans, specifications, and construction drawings and to compare them with various aspects of construction in progress. Ability to operate surveying and drafting equipment. Ability to detect errors in construction materials and projects.

Ability to establish and maintain effective working relationships with contractors, developers, construction workers, the public, and other employees; ability to exercise tact and firmness in the enforcement of requirements and successful conflict resolution strategies. Ability to plan and organize own work and maintain the necessary records and reports. Education and Experience High School Diploma or GED required, Associate Degree in Engineering Technology preferred.

Minimum 2 years horizontal site construction experience. OR Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
