Job description

Capgemini Government Solutions (CGS) LLC is seeking a highly motivated Sr. Proposal Manager to join our team in McLean, VA. This individual will lead proposal teams in support of business development across all sectors. They will be responsible for articulating a compelling value proposition for proposal development. This is a unique multifaceted role working with business leaders across CGS.

Key responsibilities:

As a Sr. Proposal Manager, you will:

  • Own end-to-end execution of complex federal proposals, from shaping through submission
  • Partner with Capture to develop win strategies, themes, and discriminators
  • Lead cross-functional teams (technical, pricing, BD, SMEs) to deliver compliant, high-quality proposals
  • Drive proposal planning, compliance, schedules, and execution across all volumes
  • Serve as lead writer/editor, elevating clarity, consistency, and strategic messaging
  • Facilitate color team reviews and drive recovery actions
  • Collaborate with BD to track opportunities and support pursuit positioning
  • Contribute to knowledge management, process improvement, and proposal best practices

Required Qualifications:

  • Bachelor’s degree in a related field or equivalent combination of education and experience
  • 7+ years of proposal management experience leading $50M–$100M+ federal government contracts
  • 3+ years leading complex, cross-functional proposal teams (matrixed, internal/external) using APMP and/or Shipley methodologies
  • Strong knowledge of FAR-based procurement and the full proposal lifecycle
  • Experience with federal acquisition processes (civilian and/or defense) and compliant proposal development
  • Proficiency with market research tools (e.g., GovWinIQ, eBuy, SAM.gov, FPDS)
  • Excellent planning, scheduling, and organizational skills; ability to manage multiple fast-paced deadlines independently
  • Strong written and verbal communication skills, including executive-level writing
  • Ability to thrive in a fast-paced, high-growth environment
  • Team-oriented mindset with interest in long-term growth and developing business development capabilities
  • Ability to work hybrid onsite in McLean, VA multiple days per week

Preferred Qualifications:

  • Proposal Management Professionals (APMP) and/or Shipley certification
  • Exposure to pre-RFP shaping working alongside capture and BD teams
