Overview Tactica Solutions LLC is seeking a highly qualified Assessment Analyst to support the Joint Enabling Capabilities Command (JECC) Contingency Planning (CP) mission at Norfolk Naval Base, Norfolk, Virginia. This position provides critical analytical support for assessment planning, data analysis, and strategic evaluation in support of JECC operations and USTRANSCOM mission requirements. The Assessment Analyst serves as a subject matter expert (SME) in developing, executing, and evaluating assessment methodologies that inform senior leadership decision-making.

The successful candidate will leverage extensive military planning experience, advanced analytical capabilities, and expertise in cutting-edge data aggregation and artificial intelligence tools to support comprehensive assessments across the JECC enterprise. This role requires direct interface with General Officer/Flag Officer (GO/FO) level leadership and participation in high-visibility strategic planning initiatives including Strategy Forums, wargames, and exercises. The position demands a self-motivated professional capable of operating independently while collaborating effectively within a multi-disciplinary team environment.

The Assessment Analyst must demonstrate exceptional written and verbal communication skills, possess the ability to synthesize complex information from multiple sources, and deliver actionable recommendations to support JECC Contingency Planning objectives. Duties and ResponsibilitiesThe Assessment Analyst shall perform the following duties in support of the JECC mission:Assessment Planning and Execution * Support the development and execution of JECC CP assessment plans, ensuring alignment with organizational objectives and Department of Defense (DoD) assessment frameworks. * Review and analyze higher headquarters plans and strategic guidance documents including the National Security Strategy (NSS), Unified Command Plan (UCP), Contingency Planning Guidance (CPG), National Defense Strategy (NDS), and other relevant policy documents.

* Support Operational Assessment Integration (OAI) leads in coordinating assessment activities across JECC functional areas. Data Analysis and Quality Assurance * Conduct weekly data quality assurance reviews to ensure accuracy, completeness, and reliability of assessment data products. * Utilize advanced data aggregation and artificial intelligence tools including Advana, SIPRGPT, and Scale AI to enhance analytical capabilities and streamline data processing.

* Employ Common Operational Picture (COP) systems such as Maven Smart System and Command and Control Information Exchange (C2IE) to support situational awareness and assessment activities. * Collect, consolidate, and analyze internal and external information sources to support comprehensive assessment products. Reporting and Documentation * Provide monthly support to the JECC Annual History Report, ensuring accurate documentation of organizational activities and accomplishments.

* Incorporate Lessons Learned, After Action Reports (AARs), and Trip Reports into assessment products and organizational knowledge management systems. * Prepare and submit Defense Readiness Reporting System (DRRS) submissions in accordance with established timelines and reporting requirements. * Conduct monthly and annual Lines of Effort (LOE) assessments to measure progress toward organizational objectives.

* Perform trend analyses to identify patterns, emerging issues, and opportunities for process improvement. Strategic Support * Provide direct support to USTRANSCOM Contingency and Crisis Planning (CCP) and Adaptive Joint Assessment (AJA) requirements. * Serve as Subject Matter Expert (SME) for Strategy Forum participation, wargames, and exercises.

* Prepare and deliver briefings to General Officer/Flag Officer (GO/FO) level leadership on assessment findings, recommendations, and strategic implications. * Collaborate with interagency partners and external stakeholders to support integrated assessment activities. Requirements Knowledge, Skills, and Abilities * Graduate of Department of Defense Joint Professional Military Education (JPME) Phase I.

* Minimum of nine (9) semester hours of graduate-level coursework in statistics, program evaluation, quantitative analysis, or related analytical disciplines. * Former or retired U.S. Military Field Grade Officer (O-4 through O-6).

* Minimum of three (3) years of experience serving as a Joint Qualified Officer (JQO). * Demonstrated experience working with Joint, Combatant Command (CCMD), and/or Service-level staff organizations. * Expert proficiency in Microsoft Office 365 suite, including advanced capabilities in Excel, PowerPoint, Word, and SharePoint.

* Demonstrated proficiency with data aggregation and artificial intelligence tools including Advana, SIPRGPT, and Scale AI. * Working knowledge of Common Operational Picture (COP) systems including Maven Smart System and Command and Control Information Exchange (C2IE). * Graduate-level writing skills with demonstrated ability to produce clear, concise, and professionally formatted documents.

* Proven experience preparing and delivering briefings to General Officer/Flag Officer (GO/FO) level audiences. * Strong analytical and critical thinking skills with the ability to synthesize complex information from multiple sources. * Excellent interpersonal and communication skills with ability to work effectively in a collaborative team environment.

* Ability to manage multiple priorities and meet deadlines in a fast-paced operational environment. Preferred Qualifications: * Master's degree in a relevant field such as Strategic Studies, Operations Research, Public Policy, or related discipline. * Graduate of JPME Phase II or equivalent senior service school.

* Previous experience serving on a Joint Task Force (JTF) Headquarters staff. * Experience with operational and strategic-level assessment methodologies. * Prior experience supporting JECC or USTRANSCOM operations.

* Experience with Defense Readiness Reporting System (DRRS) and associated reporting requirements. * Familiarity with National Security Strategy, National Defense Strategy, and Unified Command Plan frameworks. * Knowledge of Joint Planning Process (JPP) and operational assessment methodologies.

* Prior assignment to a Geographic or Functional Combatant Command headquarters. * Experience supporting strategic-level wargames, exercises, or Strategy Forums. * Familiarity with USTRANSCOM mission sets and global mobility operations.

* Previous experience as an action officer on a Joint or Service staff. * Certification in project management (PMP) or related discipline. Security Requirements * Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required upon reporting to the position.

* U.S. Citizenship required. * Must be able to maintain eligibility for access to classified information throughout employment.

* Subject to government security investigation and must meet eligibility requirements for access to classified information. Location: Norfolk Naval Base, Norfolk VA Physical RequirementsWork may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen.

Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
