The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. NYCHA's mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.
NYCHA seeks a dynamic and service-oriented Neighborhood Service Coordinator with a passion for service. The Neighborhood Service Coordinator will work within a Neighborhood Model which organizes NYCHA's housing portfolio around the City's neighborhoods to allow staff to address the unique needs and challenges of their respective neighborhoods and housing developments. The vision is that staff will become stewards of their neighborhood housing portfolios, immersing themselves in the daily rhythms of their residents to fully understand their wants, needs, and challenges.
Reporting to a Borough Manager and Borough Vice President within Operations, responsibilities will include, but are not limited to the following:
1. Oversee engagement, activities, and support services in a geographic neighborhood with responsibility for 3-6 NYCHA developments. Key activities may include door-knocking, floor and lobby meetings, one-on-one meetings with residents, phone-banking, surveys, community-based events, and other community meetings.
2. Conduct outreach to residents during operational projects, such as gas restoration and abatements, as well as emergency conditions such as high heat, frigid temperatures, or service outages.
3. Conduct outreach to residents regarding issues of tenancy administration, such as rent payment, lease requirements and house rules, and annual recertification, and major policy initiatives or changes.
4. Ensure residents are aware of internal and external resources such as social services, employment and training opportunities; refer residents to other NYCHA departments when relevant.
5. Serve as a liaison between residents and NYCHA departments, both across all parts of Operations, as well as Asset & Capital Management.
6. Meet regularly with Resident Associations to understand concerns, support with accessing resources, assist with Tenant Participation Activity (TPA)-related matters.
7. Work closely with Resident Associations to identify desired services and coordinate to bring related resources to the development.
8. Develop and foster relationships with stakeholders to ensure successful engagement in NYCHA real estate preservation and development processes (RAD/PACT, NYC Housing Preservation Trust), including pre-conversion and for six months post-construction for converted properties. Host meetings to thoroughly explain the conversion process and help residents understand the Section 8 leasing process, as well as all aspects of project delivery.
9. Assess in collaboration with maintenance and trade staff the state of on-the-ground community assets and facilities such as Community Centers and Senior Centers.
10. Recruit residents to join programs; share flyers, establish information sessions, assist with
applications. Promote NYCHA initiatives and campaigns such as recycling, sustainability, and free internet.
11. Support and attend onsite events such a Family Days, resource fairs, and job fairs.
12. Coordinate with the Election team to support outreach efforts as needed and ensure successful coordination post-election.
13. Follow all guidance, policy & procedures regarding standards for resident outreach as issued by the Resident Engagement Department.
14. Maintain both quantitative and qualitative data documenting outreach efforts; resident feedback through canvassing, surveys, focus groups, and other methods; meeting attendance; and other key metrics. Maintain records necessary to document any HUD-mandated resident consultation processes as appropriate.
15. Ability to work evening/weekends as needed and ability to travel between NYCHA properties within a neighborhood is required.
