Job Summary

We are seeking a Communication Strategist as part of a bid process associated with a Statement of Work supporting DHS, USCIS. Candidates are encouraged to submit their information and resumes highlighting their relevant experience. This position will be fully on-site work in the Washington, D.C area.
Position Responsibilities
  • Demonstrated expertise in executive-level communications, messaging frameworks, and stakeholder engagement.
  • Experience supporting organizational change management initiatives.
  • Strong writing, editing, and presentation skills tailored for diverse audiences.
  • Ability to coordinate across functional teams to ensure clear, consistent messaging.
  • Develop and execute communication strategies with clearly defined target audiences, key messages, and delivery channels.
  • Ensure all communications adhere to Plain Language guidelines and 508 compliance standards.
  • Develop communication strategies aligned with VER, FOD, USCIS, and DHS priorities.
  • Advise PMs and POs regarding messages for target audiences, including defining specific messages, identifying most effective avenues, and optimizing the timing and sequencing of key outreach and activities.
  • Facilitate stakeholder engagement, awareness campaigns, and training sessions.
  • Leverage Prosci, lean Agile, and Scaled Agile Framework (SAFe) methodologies for change adoption, with focus on aligning agency, division, and program objectives.
  • Implement feedback and continuous improvement around change management and adoption, including use of retrospectives, surveys and survey data, and frequently asked questions (FAQs) to ascertain and address stakeholder perception.
  • Leverage best practices and leading technologies (i.e., Infographics, the Adobe Suite, Microsoft Suite of products, Mural, etc.) to develop innovative communications products that drive awareness, acceptance, and buy-in of the projects and products.

Required Qualifications
  • Minimum of seven (7) years of experience developing and executing strategies for federal programs.
  • Bachelor's degree in Communications, Public Relations or related field.
  • Certifications: Prosci Change Management Certification or similar professional certification preferred.
