Description The city administrator shall assist the mayor in the performance of his/her duties, and shall do all things required of him/her by the mayor to assist in the administration of the business of the city government; and shall oversee and supervise the various city departments and shall assist in the coordination and liaison of the city business between the city council and the various city offices and city departments. SUPERVISION RECEIVED: Serves under the direction of the Mayor. SUPERVISION EXERCISED: All department heads including Police Chief, Public Works Director, City Engineer, Finance Director, Community Development Director, Fire Chief, City Clerk, and HR Manager.
Essential Job Functions & Knowledge, Skills and Abilities ESSENTIAL FUNCTIONS The City Administrator shall function as chief administrative officer and have the following specific duties, powers and responsibilities in addition to others provided in this chapter or otherwise: Under the direction and authority of the Mayor, the City Administrator shall supervise, administer, and coordinate the activities and functions of the various city offices and departments in carrying out the requirements of the city's ordinances, the policies of the city council, and the directions of the Mayor. The City Administrator shall regularly report to the Mayor concerning the status of all assignments, duties, projects and functions of the various city offices and departments. The City Administrator shall serve as personnel officer for the city.
The principal duty as personnel officer shall include the administration of the city's personnel policies. The hiring and discharge of employees may be executed by the City Administrator upon the direction of the Mayor. The City Administrator shall prepare and submit to the Mayor and council the annual budget, and be responsible for its administration after adoption.
The City Administrator shall supervise all purchasing by the various city offices, departments, councils and boards. The City Administrator shall supervise all expenditures by the various city offices, departments and boards for the purpose of keeping the same within the limitations of the annual budget of the city. The City Administrator shall assist the Mayor generally in conducting the city's business, and perform such other duties and assume such other responsibilities as the Mayor may direct, or as may be required by ordinance or resolution.
The City Administrator shall meet with the Mayor as often as is necessary to keep him informed of the status and result of departmental operations and projects. The City Administrator shall represent the city at meetings with other governmental units, agencies, commissions and associations as directed by the Mayor. The City Administrator shall undertake special projects at the request of the Mayor.
The City Administrator shall be informed about federal and state programs available to the city. The City Administrator shall be the chief administrative officer of the City of College Place. They shall be responsible to and take direction from the Mayor/Council for the administration of the City.
They shall be answerable to the Mayor/Council as a body for his exercise of independent professional judgment. The City Administrator shall be charged with the effective and impartial enforcement of all ordinances, codes, and laws within the purview of the City for the protection of all citizens who live in or who visit the City. They shall be responsible for planning, organizing, directing, staffing, and coordinating City operations.
The City Administrator shall be responsible for reporting the operational performance of the City. They shall assist in the preparation of a budget. The City Administrator shall perform other legally permissible and proper duties and functions that are reasonably related to the Office of City Administrator, as the Mayor/Council shall, from time to time, assign through official action as the governing body.
The City Administrator shall formulate departmental rules, regulations, and procedures in cooperation with the Mayor/Council, to whom they report, and to whom they are responsible for the efficient and proper operation of the City, and they shall endeavor to conform any such rules, regulations, or procedures to existing City policies governing similar matters. They shall represent management in collective bargaining negotiations with any bargaining unit representing the City's rank and file. Education and Experience; Licenses, Certifications & Other Requirements HOURS OF WORK The City Administator shall be a full time employee of the City and shall devote that amount of time and energy that is reasonably necessary for them to faithfully perform the duties of City Administrator under this Agreement.
It is recognized that the City Administator must devote a great deal of time outside the normal office hours to business of the City, and to that end they shall be allowed to take time off as he shall deem appropriate during said normal office hours, as is convenient for the City and not prejudicial to the interests of the City. The City Mayor/Council, in consultation with the City Administrator, may modify, amend or fix such other terms and conditions of employment as may be determined, from time to time, to be necessary or appropriate, provided that such terms and conditions are not inconsistent with or in conflict with the provisions of the agreement, or any other applicable law. Working Conditions Environment The work is generally performed within an office environment, which may include an open cubicle office setting.
Will require occasional trips to other city offices and other agency offices for business purposes, and in inclement weather. Lighting and temperatures are typically adequate, and there are is little to no hazardous or unpleasant conditions caused by noise, dust, etc. The noise level in the work environment is usually quiet to moderate.
Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies/procedures. Physical Demands Generally sedentary in nature, but may require standing and walking, and the ability to intermittently kneel down, stoop, bend at the waist, twist at the waist and reach, or sit for long periods of time. Operate a motor vehicle to visit various City and meeting sites.
Must be able to read, write, and communicate clearly. Ability to lift, push, carry or pull materials and objects weighing up to 20 lbs. on occasion using proper lifting techniques.
Operate standard equipment for assigned tasks. Good vision to read print and a computer screen. Ability to hear and speak to communicate in person, before groups, and over the telephone.
Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching.
