Position Title: Construction Program Manager

Position Summary
Lead capital improvement programs and complex infrastructure projects from planning through closeout
Serve as owner representative ensuring projects are delivered on time, on budget, and in compliance
Key Responsibilities
Develop and manage multi year capital plans and funding profiles
Prepare and oversee detailed project budgets and cost controls
Act as primary liaison between executive leadership, public stakeholders, consultants, and contractors
Oversee procurement, contractor selection, and contract administration in public sector environments
Manage scope, schedule, cost, risk, and quality across multiple concurrent projects
Provide executive level reporting on financial performance and program status
Ensure regulatory, safety, and contractual compliance
Support long term capital strategy and portfolio prioritization
Mentor and guide project managers and technical staff
Qualifications
Bachelor's degree in Engineering, Construction Management, or related field required
Master's degree preferred
15 to 20 plus years of progressive capital program or infrastructure leadership experience
Demonstrated municipal or public sector capital improvement program experience
Experience managing projects or portfolios valued at 60M plus
Strong knowledge of delivery methods including design bid build, CMAR, CM agency, and design build
Proven budgeting, financial oversight, and executive reporting capability
Professional Engineer license preferred
PgMP, CCM, or LEED credentials strongly preferred
Strong executive presence and stakeholder communication skills
