IT APPLICATIONS ADMINISTRATOR - 2190 - BOND POSITION
GRADE - 118
PAY RANGE - HOURLY/SALARY - $70,440.30 - $79,281.18 DOE - plus a comprehensive benefits package
The City of Manchester NH is seeking to fill an IT Applications Administrator to coordinate the development, deployment and supporting of business software applications to meet business objectives, with a focus on the ongoing deployment of the City's Tyler ERP-based enterprise software suite of applications.
GENERAL STATEMENT OF DUTIES:
Designs information technology systems and develops specifications for design, implementation, and support of computer software; maintains and enhances computer software systems; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
The principal function of an employee in this class is to coordinate the development, deployment, and support of business software applications to meet business objectives. "Develop" means to analyze needs, determine best approach, design/program new applications, configure vendor-supplied applications, and provide post-deployment support and maintenance. The work is performed under the supervision and direction of the Systems Development Manager but with considerable leeway is granted for the exercise of independent judgement and initiative. Supervision is exercised over the work of employees in the class of Applications Developer and IT Applications Administrator. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other information technology personnel, other City employees, technical vendors, and the public. The principal duties of this class are performed in a general office environment.
EXAMPLES OF ESSENTIAL WORK:
  • Applies expert systems analysis and design techniques to complex system development in a broad or specialized design area and/or resolves unique or unyielding problems in existing systems by applying new technology;
  • Designs and monitors necessary testing and implementation plans;
  • Coordinates and supervises the work of other Applications Developers and IT Applications Administrators, including prioritizing work, providing technical advice, and reviewing completed work for correctness and compliance with all applicable standards, and works with all City Information Technology staff and business software users.
  • Writes, tests, debugs, and implements new computer software;
  • Coordinates employee user-training activities;
  • Provides the primary application software development efforts and expertise for custom applications, customized interfaces, and SQL database development/querying/reporting, for various City department application and functional needs;
  • Analyzes data and provides custom reports;
  • Identifies problems and specific issues in assigned area and prepares overall project recommendations from an information technology standpoint, including feasible advancements in technology;
  • Applies appropriate application development procedures and detailed knowledge of pertinent subject matter in an assigned programming area;
  • Designs, writes software, and tests computer applications and related software systems;
  • Designs and deploys computer applications as assigned, interacting with users or based on supervisor direction;
  • Tests application components to meet system design requirements;
  • Provides technical support on application software systems and related business issues to City Department personnel;
  • Acts as technical liaison/advocate for City users to third-party software vendors;
  • Recognizes probable interactions of related software systems with assigned projects and is familiar with current computing systems, software environments, infrastructure, and equipment currently in use by the City;
  • Solves conventional programming and development problems;
  • Participates in system design and testing for new or modified systems in coordination with other Applications Developers;
  • Analyzes potential software solutions and assists with implementation of new software;
  • Performs troubleshooting, file recovery, and debugging as needed;
  • Coordinates project activities with other City personnel involved in information services activities;
  • Participates in training programs;
  • Prepares progress reports and other documents to conform with assigned procedures;
  • Provides guidance and demonstrations to new employees in similar positions;
  • Keeps supervisors informed of work progress, issues, and potential solutions;
  • Attends meetings and training to stay current on relevant practices and developments;
  • Responds to citizen inquiries courteously and promptly;
  • Coordinates regularly with others to enhance interdepartmental efficiency; and
  • Performs additional duties as required by the classification.

ACCEPTABLE EXPERIENCE AND TRAINING:
  • Bachelor's Degree in Computer Science or related field; and
  • Six or more years of experience in designing, deploying, and supporting business software applications; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

ADDITIONAL SPECIAL QUALIFICATIONS:
  • Experience with ERP system application configuration and migration from legacy software
  • Experience with ERP system application security management
  • Experience with ERP system workflow development and associated user/process automation
  • Experience with ERP system interfacing to other (non-ERP) applications and operational tasks
  • Experience developing SQL queries and SSRS reports
  • Experience with programming/scripting including MS Office
