Salary Range: $112,500.00 to $148,000.00

ABOUT THE ROLE
The Program Manager serves as the accountable owner and primary Designated Employer Representative (DER) for the Company’s Drug and Alcohol Testing Program, with responsibility for program governance, regulatory compliance, and operational integrity. This role works closely with Safety leaders who oversees day to day testing operations to ensure full compliance with applicable federal, state, and local non DOT regulations through accurate recordkeeping, testing coordination, and regulatory reporting.
 
The Program Manager monitors, interprets, and implements regulatory and legal developments; maintains audit ready controls; and serves as the primary liaison during internal and external audits, inspections, and investigations. The role provides oversight of all testing modalities—including pre employment, random, post incident, reasonable suspicion, and return to duty/follow up testing—ensuring consistent, defensible application of policies and procedures.
 
The Program Manager partners closely with Human Resources, Safety, Production, Legal, and external vendors on policy development, program design, regulatory interpretation, and risk mitigation, including consultation on complex cases and voluntary disclosures when required.
 
Program Governance & Regulatory Compliance
Ensure the drug & alcohol testing program fully complies with applicable federal, state, and company requirements.
  • Oversee the Drug and Alcohol Testing Program
  • Serve as company liaison during audits
  • Develop, implement, and update policies, manuals, SOPs, FAQs, and training materials
  • Maintain complete and accurate testing records in accordance with regulatory retention requirements
  • Maintain all records and reports per security, compliance and confidentiality standards
  • Conduct internal compliance audits of testing procedures and program administration
  • Maintain oversight audit participation and corrective action follow-up
  • Coordinate with Legal on litigation, compliance and investigations involving the program
  • Act as the designated employer representative (DER) for regulated testing programs
 
Testing Operations & Execution
Execute all required testing activities accurately, consistently, and according to chain-of-custody rules.
  • Oversee and monitor all required testing types:
    • Pre-employment
    • Random
    • Post-incident
    • Reasonable suspicion
    • Return-to-duty
    • Follow-up
  • Ensure strict adherence to chain-of-custody and specimen handling protocols
  • Collaborate with HR, Safety and Production Administration on Pre-employment related testing
  • Work in conjunction with Safety on Post-incident and reasonable suspicion testing
 
Medical Review & Results Management
Ensure accurate interpretation, review, and follow-up of test results.
  • Provide administrative management of drug and alcohol test results
  • Initiate quality assurance reviews of results
  • Coordinate test result follow-ups with the Medical Review Officer (MRO)
  • Work directly with Substance Abuse Professionals (SAPs), Medical Review Officers (MROs), and employees to ensure return-to-duty and follow-up compliance
  • Maintain confidential communications regarding verified results and outcomes
  • Interface with the Employee Assistance Program (EAP) for education, referrals, and training delivery
 
Vendor & Third-Party Management
Ensure external partners meet contractual, regulatory, and service-level expectations.
  • Manage the relationship with the Third-Party Administrator (TPA)
  • Oversee random selections, lab coordination, and MRO services
  • Conduct vendor performance reviews and record audits
  • Act as point of contact for the drug testing database and all system interfaces
 
Training, Education & Workforce Enablement
Ensure all participants understand their roles, responsibilities, and regulatory obligations.
  • Develop, update, and deliver drug & alcohol training programs
  • Train staff on:
    • Collector training
    • Manager training
  • Ensure consistent adherence to procedures and best practices across the organization
 
Data Management, Metrics & Reporting
Enable oversight, transparency, and continuous improvement.
  • Maintain testing records and databases
  • Generate metrics, dashboards, and compliance reports
  • Track testing trends, audit findings, and corrective actions
  • Support executive, regulatory, and audit reporting needs
 
Stakeholder Communication & Cross‑Functional Collaboration
Ensure alignment and clarity across internal and external stakeholders.
  • Communicate effectively with employees, leadership, vendors, and other stakeholders
  • Work in conjunction with:
    • Human Resources & Production Admin (Pre-Employment, Discipline, Policy, Training)
    • Safety (Pre-Employment, Post-Incident, Random, Reasonable Suspicion, Compliance)
    • Legal (Litigation, Compliance, Grievances, Investigations)
    • EAP (Training, Rehabilitation Pathways)
 
ABOUT YOU
  • Expert knowledge of non‑DOT drug and alcohol testing regulations, including federal law, multi‑state considerations, and California‑specific compliance requirements.
  • Working knowledge of labor relations, including Collecting Bargaining Agreements, and grievance standards in collaboration with Production leadership
  • In‑depth knowledge of testing methodologies and program components, including pre‑employment, random, post‑incident, reasonable suspicion, return‑to‑duty, and follow‑up testing.
  • Authoritative knowledge of MRO, SAP, and EAP roles, including appropriate separation between medical determinations and employment actions.
  • Strong knowledge of audit, record‑retention, confidentiality, and privacy controls applicable to medical and employment records.
  • Working expertise in vendor and TPA service models, including laboratory operations, collections, and randomization processes.
  • Expertise in designing, implementing, and sustaining a legally defensible drug and alcohol testing program.
  • Advanced problem‑solving skills to resolve complex, ambiguous, and high‑risk issues involving compliance, labor relations, and employee privacy.
  • Strong policy and procedure development skill, including SOPs, training materials, FAQs, and compliance documentation.
  • Skilled stakeholder influence without direct authority, including consultation with HR, Legal, Safety, Production, and executive leadership.
  • Vendor and contract management skill, including performance oversight, issue escalation, and audit readiness.
  • Clear and effective communication skill, both written and verbal, for executive briefings, audit responses, and employee communications.
  • Ability to operate independently as the single accountable owner (DER) for the drug and alcohol testing program, exercising sound judgment with minimal supervision.
  • Ability to handle highly sensitive and confidential information with discretion while ensuring compliance with disclosure requirements.
  • Ability to anticipate compliance, labor, and reputational risks and implement controls that prevent issues before escalation.
 
MINIMUM QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
 
Education: Bachelor’s degree in Human Resources, Industrial Relations, Occupational Health, Safety, Legal Studies, Business Administration, or a related field, preferred.
 
Licensure/Certifications: N/A
Experience:
• Eight (8) years of progressively responsible experience in drug and alcohol testing program administration, regulatory compliance, occupational health, HR compliance, safety, or labor relations.
• Experience serving as a program owner or designated employer representative (DER) or equivalent accountable role
• Proven experience managing non‑DOT drug and alcohol testing programs across multiple testing types (Pre‑employment, Random, Post‑accident, Reasonable Suspicion, RTD/follow‑up)
• Experience operating in both union and non‑union environments, including policy consultation and discipline coordination consistent with collective bargaining agreements, preferred
• Direct experience preparing for and responding to internal audits, external audits, investigations, or arbitrations
• Experience overseeing third‑party vendors (TPAs, laboratories, MROs, collection providers), including performance monitoring and issue resolution
