This role oversees the day-to-day administration and operational execution of the Company's Drug and Alcohol Follow-Up and Second Chance Program, one of the organization's most compliance-critical and enforcement-sensitive programs. The Supervisor leads a team while owning program execution, regulatory compliance, operational consistency, and continuous improvement.
This position exercises independent judgment over positive test resolution, refusals, return-to-duty eligibility, follow-up testing compliance, and regulatory interpretation in accordance with 49 Code of Federal Regulations Part 40 (49 CFR Part 40), 14 Code of Federal Regulations Part 120 (14 CFR Part 120), and Company policy. Within these regulatory boundaries, the Supervisor has decision-making authority to resolve standard cases directly; novel legal exposure, media-sensitive matters, or precedent-setting interpretations are escalated to Legal and Labor Relations. The Supervisor collaborates with internal and external stakeholders to strengthen operational controls, support audit readiness, and drive continuous improvement across the program.

- Supervise, coach, mentor, and develop a team responsible for high-risk regulatory case management and compliance activities.
- Establish clear performance expectations while promoting accountability, collaboration, and continuous improvement.
- Prioritize workload and resources to ensure timely and accurate program execution.
- Foster a culture focused on regulatory excellence, customer service, and operational consistency.
Program Administration
- Coordinate the day-to-day administration of the Drug and Alcohol Follow-Up and Second Chance Program to ensure consistent execution of regulatory and Company requirements.
- Own case management systems, Third-Party Administrator (TPA) portals, and reporting tools used to administer the program, ensuring data integrity and appropriate access controls.
- Develop and maintain program procedures, operational documentation, job aids, and governance materials that support standardized program administration.
- Monitor program performance through key performance indicators (KPIs), operational metrics, and compliance reporting to identify trends and recommend improvements.
- Coordinate cross-functional activities with Human Resources, Safety, Legal, Labor Relations, Medical Review Officers (MROs), Substance Abuse Professionals (SAPs), TPAs, and operational business partners.
- Lead implementation of approved process improvements, technology enhancements, and regulatory changes that strengthen program effectiveness and operational efficiency.
- Develop training materials, communication plans, and educational resources that support consistent program administration across the organization.

Regulatory Compliance
- Own and oversee processes related to positive drug and alcohol tests, refusals, cancelled tests, return-to-duty determinations, and follow-up testing requirements under 49 CFR Part 40 and Company Designated Employer Representative (DER) authority.
- Exercise regulatory judgment to authorize or deny return to safety-sensitive duties in accordance with Department of Transportation (DOT), Federal Aviation Administration (FAA), and Company requirements.
- Ensure all case documentation, regulatory determinations, testing records, and supporting documentation remain accurate, timely, complete, and audit ready.
- Interpret and apply federal regulations, Company policy, and established procedures to support consistent decision-making; escalate novel or high-exposure determinations to Legal and Labor Relations.
- Monitor regulatory developments and support implementation of regulatory changes affecting program administration.
Second Chance Program
- Supervise the administration of the Drug and Alcohol Second Chance Program, including SAP engagement, treatment verification, return-to-duty eligibility, and follow-up testing compliance.
- Ensure confidential handling of sensitive medical and regulatory information throughout the return-to-duty process.
- Coordinate with internal and external stakeholders to ensure timely completion of all program requirements.
Audit & Continuous Improvement
- Coordinate FAA, DOT, and internal audit activities by ensuring documentation is complete, accurate, and readily available.
- Monitor corrective actions and assist in implementing sustainable solutions that strengthen compliance and operational effectiveness.
- Identify compliance risks, recurring findings, and operational trends while recommending process improvements.
- Support technology initiatives and automation efforts that improve efficiency, documentation quality, and regulatory compliance.

Minimum Qualifications- Education & Prior Job Experience
- Bachelor's degree
- 4 years of experience in a compliance, regulatory, or risk-based role.
- Demonstrated experience managing DOT or FAA regulated programs, preferably involving drug and alcohol testing or safety-sensitive functions.
Preferred Qualifications- Education & Prior Job Experience
- Bachelor's degree in human resources, business or a related field.
- 5 years of experience in DOT or FAA regulatory compliance, audit or program administration.
- Demonstrated experience managing DOT or FAA regulated programs, preferably involving drug and alcohol testing or safety-sensitive functions.
