DEFINITION Accounting Systems Analyst Department of Health and Human Services Are you interested in making a difference. This position supports key Electronic Health Record (EHR) and Revenue Cycle Management functions within County Behavioral Health.

It requires adaptability, attention to detail, strong organizational skills, and the ability to manage multiple priorities in a fast-paced environment shaped by evolving California behavioral health initiatives and regulatory requirements. Additional experience in data analytics, including advanced spreadsheet and database application skills, are highly desirable. DEFINITION Under general supervision, participates in and coordinates the testing, implementation, and evaluation of automated and manual financial accounting systems; coordinates the maintenance of existing automated accounting systems with the information systems services; performs professional accounting and auditing work; and performs related duties as required. DISTINGUISHING CHARACTERISTICS Incumbents in this position coordinate the modification and implementation of a full range of financial accounting systems, including large, complex, countywide systems. The Accounting Systems Analyst is distinguished from the Auditor-Accountant and Information Systems Analyst class series in that the incumbent integrates knowledge of systems analysis, computer application systems, Generally Accepted Accounting Principles, and Generally Accepted Auditing Standards to modify and implement financial accounting systems.

EXAMPLES OF DUTIES Evaluates manual and automated financial accounting work processes, systems, and procedures for efficiency of workflow, and conformance to principles of government accounting Gathers information on processes, organizational structure, policies and procedures, and computer technology; identifies needed process improvements and analyzes system design alternatives for new financial accounting systems and improvements to existing systems. Obtains input and feedback on system needs from appropriate parties; interacts with centralized data processing staff to resolve issues and problems related to platforms and data communications; conducts or obtains evaluations of system performance and makes modifications or adjustments as necessary. Reviews and evaluates proposals for new County systems involving financial accounting methods, policies, and procedures, and recommends needed improvements.

Evaluates internal controls and security of new and existing automated accounting applications to ensure adherence to auditing standards; monitors the implementation of those systems to ensure proper integration with other financial accounting systems. Assists information services and other county staff in the ongoing maintenance of accounting information systems. Prepares specifications and documentation, such as user manuals and systems/code documentation, for new and revised computerized accounting systems.

Performs journey level accounting and auditing duties as needed, including but not limited to: Reviews accounting documents for accuracy and calculations. Maintains control of subsidiary accounting documents. Prepares trial balances and financial reports.

Prepares journal entries and reconciles general ledger, journal, subsidiary accounts and bank statements. Maintains expenditure and budgetary accounts. Prepares departmental budgets.

Audits departmental records to ensure compliance with fiscal policies. Apportions monies to various accounts. Performs and conducts special accounting projects.

Prepares reimbursement claims. May assist in training, leading, and evaluating the work performance of accounting and/or clerical personnel. QUALIFICATIONS Knowledge of: Principles, practices and terminology of general, fund and government auditing, accounting and budgeting.

Principles and practices of business data processing. Applicable laws regulating public fiscal operations. Budget principles and terminology.

Basic auditing and reconciliation principles and methods. Business computer user applications, particularly as related to budgetary and statistical analysis. Methods of systems analysis.

Relational databases and database design methods. Skill in: Gathering and analyzing data, developing solutions, projecting consequences, and evaluating results. Coordinating multiple projects and meeting critical deadlines.

Preparing clear, concise and complete reports and other written material. Interpreting and applying laws, regulations, policies and procedures. Exercising sound independent judgment within established procedural guidelines.

Interacting with staff with limited computer knowledge. Establishing and maintaining effective working relationships with those contacted in the course of the work. Desirable Education and Experience: A typical way to obtain the knowledge and skills outlined above is: Equivalent to graduation from a four-year college or university with major course work in accounting, finance, or business administration with one year of governmental or public agency accounting experience equivalent to the County's class of Accountant/Auditor II and two years of increasingly responsible experience in the modification and implementation of financial accounting system applications in a computer environment utilizing advance database technology.
