Job Description

DISTRIBUTION LINE OPERATOR /MAINTENANCE PERSONNEL

REPORTS TO: OPERATIONS MANAGER

FLSA STATUS: NON-EXEMPT

 

JOB SUMMARY:

Responsible for operation, maintenance, personnel, equipment and materials for use on the distribution lines. Manages and directs all activity concerning the distribution lines towards its primary objective which is to insure the continuous flow of uninterrupted service to the Tri-County Rural Water District #2 water customers.

All Non-On Call Line Operators should check all oil and grease machines daily according to daily check list. Make sure all parts/tools that are needed for the job are properly loaded in the vehicle. Do not leave any materials needed at the shop. Make sure Work Orders are complete, this includes a complete parts list, sequence number, locate ID, ward number, Pump 1 or 2, final read and date locked off. This also consists of any other pertinent information that may be needed or assigned.

All On Call Line Operators should take chlorine residuals and well reading daily. There should be three (3) daily for Tri-County, One (1) daily for wells 7 and 8, and one (1) daily for Seminole 7 wells.

*MOR (Monthly Operations Report) must be completed with the above readings seven (7) days a week. There should NEVER be a blank date on the MOR, if there is there needs to be a comment or written explanation as to why. The MOR must be submitted to the Office Manager by the 1st working day of the month.

Locates need to be reviewed and printed daily. All contractors will be called and notified if clear and noted on locate, that it was done by initial, date and time. All others that need to be located must also have this information and all locates clear or flagged will be turned into the office in the designated area.

Make sure there are five (5) dig Work Orders called in during on call week, ensuring that there is at least one (1) dig Work Order available each day.

Perform Meter Reads. Meter Reading is the third (3rd) week of each month. When readings are complete, handhelds are then downloaded and reports printed.

All Secondary On Call Line Operators should check all Work Order slots for general Work Orders that need to be completed i.e., leaks, pressure, cut offs, turn back on, etc. If a Work Order requires a locate, make sure that it is called in. Call in all new memberships. Note on white board if a bore is needed and write down the locate number and begin date. Check with On Call Person to see if locates have been done for the day. Check with On Call person to see if all mowing is complete. Take calls from the office regarding leaks or any other situations that arise. Prioritize dig Work Orders by the begin date. Keep the shop clean and maintained and make sure all parts are in stock for future Work Orders.

 

MAJOR RESPONSIBILITIES AND DUTIES:

1. Maintain service to each meter, service water meters, repair water line leaks, fix meter leaks.

2. Replace any dysfunctional meters or make necessary repairs

3. Shall conduct necessary line locates and flag lines as requested by other companies.

4. Shall carry out and/or direct needed repairs and/or service.

5. Shall remove or lock meters as directed by the billing clerk for non-payment of water bills, or if request is made to the billing clerk the owner to have meter locked.

6. Shall inspect and check water lines as called upon.

7. Shall maintain an inventory list of all items used and items purchased by Distribution Operator. All inventory shall be kept at the Tri-County Rural Water District #2 plant yard.

8. Shall give a monthly report to the Board of Directors of Tri-County Rural Water District #2. Included in the report shall be a written report of inventory, where items were used, number of items purchased and from whom and where purchased.

MINIMUM EDUCATION AND EXPERIENCE QUALIFICATIONS REQUIRED

1. One year of vocational or technical school training in area of specialization preferred.

2. Two to three years construction, maintenance, and/or repair experience in area of specialization including any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

 

LICENSES AND CERTIFICATIONS

Valid state driver’s license or Commercial Driver’s License I (CDL) Class A or Class B (depending on the area of specialization) and satisfactory motor vehicle record. Valid Water Operators License Class __D__ or higher, as required by the state regulatory agency.

KNOWLEDGE OF

1. Public works administration practices and methodologies.

2. Current technologies and methods used in area of specialization.

3. Tools, equipment, materials used in area of specialization.

4. Occupational hazards and safety rules and regulations.

 

SKILLED IN

1. Planning, organizing, assigning, directing and reviewing work.

2. Supervising, motivating and evaluating staff to obtain effective results and meet established time frames.

3. Communicating both orally and writing.

4. Interpersonal skills necessary to provide effective leadership to subordinates, maintain a variety of internal contacts, and work cooperatively with superior and subordinate staff.

 

OTHER ABILITIES

1. Analytical skills necessary to evaluate delivery of services critically, respond to deficiencies by identifying and implementing appropriate corrective actions, develop and administer sound policies, procedures and budgets, and oversee the work of others.

2. Ability to concentrate and pay close attention to detail for up to 60% of work time when preparing and reading reports, preparing budgets, or investigating citizen complaints.

WORKING CONDITIONS

1. Works primarily on the Distribution Water Lines (approximately 90% to 95% of the time) exposed to temperature extremes, dirt, dust, noise, etc.

2. On call 24 hours a day, 7 days a week for emergencies.

 

DRESS CODE

1. During working hours, you are expected to be identifiable. Uniformed shirts and jeans will be provided. They are expected to be worn at all times. Failure to comply will result in being sent home without pay until the issue is resolved. Personal Protective Equipment (PPE) will be provided and is expected to be worn at all times when applicable. PPE includes but is not limited to: Safety glasses, Utility gloves, Reflective vests, Steel-toed boots, Hip waders and any other safety gear as instructed by the Supervisor or Board of Directors.
