Job Description

The Overtown Children and Youth Coalition (OCYC) OCYC's mission is to create a collective impact model to build capacity with children, youth, and families of Overtown to reach their full potential.  As a backbone organization, the Overtown Children & Youth Coalition has worked diligently with our anchoring non-profit community partners using a collective system impact approach to serve as a catalyst and reach the Overtown community.

Position Summary: 

The program manager position involves contracted management and development, grant administration, and creative networking. This position will interact with all OCYC committees, departments, and partners. The program manager will be an advocate for the Overtown Children and Youth Coalition while developing solutions to the challenges the Overtown community is facing.  This position reports to the Director of Programs.

Essential Duties and Responsibilities

  • Provide oversight and grant management to the assigned programs and service providers.
  • Provide technical support to the assigned programs and service providers.
  • Monitor and evaluate provided services to ensure services are in accordance with the grant service agreement.
  • Manage contracts
    • Collect and review the required contract and budget documents.
    • Schedule and conduct technical support meetings.
  • Monitor contract progress and program compliance:
    • Use developed metrics and tools to track performance.
    • Schedule site visits to observe program activities, including review of provider compliance.
    • Complete observational site visit reports and note program performance.
  • Review and initial approval of contract documents with input from the Director of Programs, accountants, and research and evaluation analysts.
  • Assist in developing and implementing a quality assurance plan to assess and monitor the funding recipients.
  • Participate in continuous quality improvement efforts: Ensure service providers adhere to our quality framework.
  • Participate in the bid solicitation process: Assist with the bid solicitation development activities; review, read, and rate proposals; participate with debriefings; prepare rating documents; make proposal recommendations.
  • Manage contract amendments and revisions: work with service providers to review contract revisions and amendments; make recommendations for amending contracts and or budgets and scopes of work; to ensure completion and execution of the contract.
  • Oversee contract compliance for the assigned programs and service providers:
    • Review and recommend site changes.
    • Manage and analyze data.
    • Complete performance reviews on assigned programs and service providers.
    • Respond to special requests from funding sources as needed.
  • Participate in meetings and professional development activities: Participate in agency administrative meetings; attend board and committee meetings, as needed; participate in internal organizational projects/workgroups.
  • Serve as the Liaison between the assigned Committee Chairperson and one of OCYC’s committees.
  • Maintain positive, collaborative working relationships with community partners.
  • Identify quality partners to facilitate services and programs according to the funding source.
  • Serve on the grant writing team.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in Sociology, Social Work, Human Services, Education or a related field
  • At least two years of demonstrated experience in program implementation, grant compliance, and program evaluation.
  • At least two years of demonstrated supervisory experience on performance-based contracts.
  • Demonstrated success in project management and organization skills. 
  • Be proficient in Microsoft Office Suites such as Word, Outlook, PowerPoint, and Excel.
  • Experience with software for quantitative and qualitative analysis.
  • Strong analytical and critical thinking skills. 
  • Ability to work in a multicultural, multilingual community.
  • Availability to work some nights and weekends.
  • Ability to maintain confidentiality.
  • Valid Florida Driver’s License and reliable transportation for local travel.
  • Ability to work with individuals from diverse cultural and social groups.
  • Outstanding organizational, follow-up, follow-through, and listening skills are essential.
