Job Description

JOB SUMMARY

Performs a wide range of technically skilled duties related to processing data and graphics requests from county agencies and departments as part of engineering and survey workflows.  Other duties and responsibilities may be assigned. This is a full-time benefited position, with an annual starting salary of $72,000, DOE.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • GEOGRAPHIC INFORMATION SYSTEM (GIS) RECORDS:  Create and modify GIS datasets. Effectively maintain data documentation.    Manage and maintain legacy GIS datasets. Develop and implement GIS-based analyses supporting county-wide projects.  Develop and maintain geospatial data on desktop and mobile applications.  Ensure data meets appropriate data accuracy and content standards for quality assurance and quality control.
  • DATA ANALYSIS: Spatial analysis, cartography, field staff support, and research and development of datasets.  Produce technically skilled and detailed solutions to include preparing clear, complete, and accurate representations of spatial data using hardcopy and/or electronic media.
  • INTERDEPARTMENTAL COLLABORATION: Provide independent data interpretation.  Process data and graphics requests from county agencies and departments.  Anticipate information needs and presentation format as part of engineering and survey workflows.  Develop and maintain geospatial data for Public Safety Agencies (PSA’s).  Ensure data meets appropriate data accuracy and content standards for inclusion in Motorola Spillman Flex systems.  Provide support for projects, as directed and required.

SUPERVISORY RESPONSIBILITIES & COMPETENCIES

SUPERVISORY RESPOSIBILITIES: This position is a non-supervisory position.

MINIMUM QUALIFICATIONS

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • Education/Experience: Bachelor’s degree in GIS, Geography, Environmental Studies, or closely related field with demonstrated capabilities in GIS.  Any equivalent combination of experience and/or education from which comparable knowledge skills and abilities may be considered.  Hands-on knowledge of Esri ArcGIS desktop software, including ArcMap and ArcPro.  Strong understanding of geodatabases and geodatabase applications.  Ability to work with vector and raster datasets.  Experience using ArcGIS Online, ArcGIS Portal, or another web mapping system.  Familiar with GPS data collection and data management, including Collector for ArcGIS.  Ability to use and edit shapefiles and geodatabases (personal, file, and enterprise).  Experience working with different coordinate systems, map projections, and datums.  Familiar with standard cartographic methods, theories, and principles.  Ability to independently manage multiple assignments, determine and set job task priorities, and work with limited direct supervision.
  • Language Skills:  Ability to read and interpret general business periodicals, professional journals, technical procedures, technical specifications, or governmental regulations. Ability to write reports, business correspondence, and specifications. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Mathematical Skills:  Ability work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability:  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical and diagram form and deal with several abstract and concrete variables.
  • Other KSA’s:  Thorough knowledge of engineering algebra, geometry, and trigonometry; knowledge of drafting principles and practices involved in the preparation of plans and drawings; knowledge, skill, and ability in the terminology, methods, practices, and techniques of standard conventional drafting and computer aided drafting; knowledge of elementary practices and materials used in construction; ability to follow standard safety practices and procedures common to construction and maintenance work; ability to operate GPS surveying equipment, preferably Trimble; and knowledge of preparing and maintaining engineering maps and records and modern office methods and practices.
  • Certificates, Licenses, Registrations:  Must possess a valid Wyoming Driver’s License; ability to be insured under the County’s automobile insurance policy coverage; must be at least 18 years of age.
  • This position is subject to satisfactory criminal background check, and drug and alcohol screening.

  • While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, radiation, extreme cold, and extreme heat.  The employee is sometimes exposed to risk of electrical shock.  The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions and vibration.
  • The noise level in the work environment is usually moderate.
