Job Description

GENERAL DESCRIPTION

The Family Resource Center Program Manager is responsible for the implementation of high-quality programming in all contracted state funded family support programs to include the Family Resource Centers, Comprehensive Family Support Services, and Kinship.

The Family Resource Center Program Manager will ensure compliance with all State and Federal regulations pertaining to contracted programs.

EDUCATION and/or EXPERIENCE

  • Minimum of a Bachelor’s Degree in Human Services, Public Health, Family Services, or related field. Master’s degree, preferred but not required.
  • At least three (3) years of related experience in case management to families with young children, including at least three (5) years supervisory experience, and experience with program development.
  • Strong knowledge of infant and child development and parent-child attachment; experience with concepts of family-centered and strength-based service provision.
  • Knowledge of prevention services for families along with curriculum based programs for families.
  • Knowledge of community resources in Strafford County preferred.
  • Must obtain Principles of Family Support, Strengthening outcomes, Parents as Teachers (PAT) Supervisor Certification, and Kinship Supervisory Certification within twelve (12) months of hire.
  • Hands-on experience with grant writing, budget development, and program management.
  • Advanced computer literacy including: Excel, Word, Outlook and data management systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Manages all aspects of Home Visiting New Hampshire, Kinship, and Comprehensive Family Supports program, including overall case management and service delivery components, and the Family Resource Centers.

· Maintains accurate and up-to date information about program policies and procedures, shares with Family Services staff and ensures adherence to such policies and procedures.

· Provides ongoing, reflective supervision and support to family services staff in Early Childhood Development, Prenatal Services, Family Support, Nutrition and Parenting in accordance with program requirements. Ensures job responsibilities of staff are carried out and program objectives are met.

· Manages all aspects of program budgets including reviewing monthly invoices, overseeing spending and allocation of funds. Completes budget projections as required for future programming.

· Ensures that all written and electronic records are complete and up-to-date. Maintains supervisory notes in data management system.

· Regularly observes and documents the work of the home visitor; monitors and maintains caseloads.

· Directly facilitates the professional growth of the family services programs including the identification of training needs and the development of an annual training plan.

· Establishes and maintains positive working relationships with referral sources and other agency programs including Head Start and Early Head Start, local social service agencies, schools, and state agencies to ensure full enrollment and effective, non-duplicative provision of services.

· Reviews referrals and determines the need for completion of Parent Survey or application to other programs including Early Head Start; accepts for enrollment those determined to have the highest needs.

· Establishes and maintains the FRC Advisory Committee in compliance with FRC Designation Status on a quarterly basis.

· Ensures program adherence to all relevant Home Visiting program requirements, recommending changes to procedures and updating forms. Sees that all necessary administrative tasks are completed in a timely manner including required reports and supervision records.

· Completes quarterly audit of participant files to ensure all records are up-to-date, complete and accurate.

· Participates actively in regular staff meetings and provides team leadership and focus to all program staff.

· Facilitates timely, appropriate reports of suspected cases of child abuse and neglect to DCYF.

· Provides input to composition of grant funding proposals relevant to home visiting programs.

· Develops and monitors work plans to achieve targeted performance measures outlined by contract.

· Provides input to Child & Family Services Contracts on annual program budgets and monthly review of expenses.

· Attends all program state meetings and trainings and other meetings and/or conferences as assigned (community, state, regional and national).

· May provide direct services to families, i.e., crisis intervention.

· Works with Child and Family Services Program to ensure ongoing parent education and playgroups with relevant topics which will promote socialization, child development, and/or recruitment of other families.

· Other duties as may be assigned.

  • Reliable source of transportation with 100/300 liability insurance coverage.
  • Physical strength/endurance/mobility to perform in a standard daily required work routine (i.e. walking, sitting, lifting, and driving to various sites as required).

COMMUNICATION SKILLS

· Be able to communicate effectively with staff, volunteers, and families on a regular basis

· Good communication skills and ability to follow verbal and written instructions.

· Ability to read, write, and communicate instructions

· Ability to train and provide presentations to large and small groups

SUPERVISORY RESPONSIBILITIES

· Supervises CFSS, FRC, and Kinship Staff.

· This position requires the holder to be accessible by mobile device during working hours.

EMPLOYMENT SCREENING

Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.

SPECIAL REQUIREMNT: Head Start and child care licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years and kept on file with Human Resources. If a TB screening indicates high risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.
