NIWC, in support of the United States Space Command (USSC), the position of the Mission Systems Installation Engineer, responsible for leading and overseeing all hardware installations for Mission Systems, which are being installed into the Consolidated Space Operations Facility (CSOF) located at Scheiver Space Force Base (SSFB) Colorado. NIWC is seeking a Senior Engineer to oversee the design planning, transition coordination, and installation of the National Space Defense Centers (NSDC) required Mission Systems. These systems support the warfighting capabilities on behalf of the USSC with command-and-control systems utilized for Space Situational Awareness (SSA) and Space Domain Awareness (SDA). The design and transition mission systems Engineer, will pioneer, develop, and deliver a sustainable plan that will integrate into the overall schedule. Expertise and dedication will help ensure the success of the USSC missions.
Key Performing Attributes:
- Managing and coordinating the installation of the mission systems into the new CSOF building by engaging with programs of record (POR) PM and system engineers to define system specifications for multiple PORs.
- Recommendations and decisions will be instrumental in ensuring the effective integration of the mission systems into the CSOF C4I/IT enterprise.
- Multidisciplinary professional engineering work involving the application of interpersonal, management, technical skills, and the ability to coordinate with outside agencies and PORs.
- Ensuring assigned projects align with program objectives, schedules, performance criteria, and existing DoD policies.
- Expertise in engineering and ability to resolve complex problems that contribute to the success of overall CSOF project.
Key Responsibilities and Duties:
- Lead the effort to integrate the required NSDC mission systems into the CSOF.
- Develop and implement a comprehensive strategy to work with the NSDC and the programs of record to ensure a seamless transition for the current location to the CSOF.
- Plan, organize, direct, and coordinate significant and complex projects for the CSOF project.
- Collaborate closely with other departments and agencies to ensure seamless POR integration into the overall C4I/IT architecture.
- Work with multiple external organizations to coordinate resource access, de-conflict schedules, and manage budgets and constraints.
- Ensure strict compliance with Department of Defense (DoD) regulations and USSC guidelines.
- Understand risks at all levels, including design, system, program, mission, and strategy. Traverse between them or aggregate risks and interpret the overall impact.
- Ensure projects remain consistent with program objectives, costs, schedules, and performance criteria.
Mandatory Technical Qualifications (MTQs):
- Ability to demonstrate technical expertise and experience in initiating, planning, conducting, and coordinating hardware installations with multiple agencies. Experience with project management best practices and execution.
- Expert engineering and technical knowledge in the various elements of network hardware and server equipment.
- Ability to negotiate complex technical solutions within specific functional areas with major stakeholders.
- Leadership and management experience of engineers and technicians, project management, including providing technical vision and strategic focus, workforce development, mentoring/coaching technical experts, and a thorough understanding of POM process, budgeting, and execution of financial operations.
