Reports To: Vice President of Human Resources

Location: Onsite in Wichita, KS


POSITION SUMMARY

Conceive, organize, promote and implement effective workforce development initiatives that ensure an inclusive and equitable hiring and retention program. Coordinate strategies, partnerships and programs that expand and strengthen opportunities for apprenticeships, internships, career development and other career pathway strategies within the organization. Design and implement broader strategic goals, such as implementing pilot programs and strengthening connections between programs, various learning institutions and workforce development networks to ensure that Integra Technologies utilizes strategies to attract, develop and retain members of underrepresented groups.


KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS INCLUDE

  • Grow and oversee a portfolio of local and national development/training programs, coordinate programmatic activities with individual employers and community partners.
  • Promote the organization’s commitment to diversity and inclusion in a manner supporting our mission and vision by networking with community agencies, professional associations, and education institutions and by attending various events and job fairs. Research, develop, recommend and execute creative strategies to foster the organization’s diversity and inclusion goals.
  • Collect and analyze statistics, metrics and reports to assess and communicate/demonstrate the progress and effectiveness of workforce development and diversity initiatives and goals. Report successes and challenges to internal and external stakeholders.
  • Interface with local, regional, state and federal government agencies to build relationships, provide thought partnership and advocate for industry workforce development.
  • Review current practices and policies, assess and analyze the extent to which they support or hinder workforce development and diversity, equity and inclusion goals. Propose and implement policy updates to ensure legal compliance and best practices.
  • Partner with the recruiting team to draft and implement talent acquisition strategic initiatives for recruiting diverse candidates and that follow procedures for meeting “good faith efforts” to achieve EEO and Affirmative Action Compliance requirements. Track, analyze and report on the effectiveness of these strategies.
  • Partner with the Training Department to develop and provide internal training and development to aid diversity and retention initiatives. Advance understanding of social issues and inherent biases and promote personal and professional development.
  • Participate in professional development and networking conferences, webinars, podcasts and other appropriate avenues in order to expand topics of diversity and inclusion. Maintain knowledge of workforce development programs and diversity-related issues, legislation and best practices.
  • Influence, drive and support organizational and structural changes, initiatives, goals, projects, etc. Identify challenges or barriers and develop, propose and implement strategies to overcome them.
  • Maintain a zero defects mindset in all daily activities.
  • Perform special projects by clarifying project objectives, setting timelines and schedules, conducting research, and developing and organizing information for review and/or presentation.
  • Protect the organization’s and the department’s value by keeping information confidential.
  • Ensure compliance with all federal, state and local laws and regulations governing HR policies and procedures, as well as Integra governing bodies (e.g., I-9s, AAP, ADA, FMLA, OFCCP, etc.). Stay informed on current and pending trends and legislation that may impact the organization, and partner with HR team members to communicate and determine appropriate plan of action, impact, etc.
  • Flexibility to perform other duties as assigned.

JOB REQUIREMENTS INCLUDE

Education: Bachelor’s degree in Human Resources, Organizational Psychology, Business or related field required.

Experience: Minimum of 5 years prior experience working in the workforce development field:

  • community-based organizations that represent and support diverse and underserved communities and target populations.
  • state and federal workforce development system, including workforce development boards, etc.
  • career and technical education system: community college, K-12 education system, adult education and other public education institutions.
  • governmental assistant programs and participant needs.
  • designing and managing apprenticeship/training programs and other industry-centered training programs.

Knowledge/Skills:

  • Must demonstrate a commitment to service, organization values and professionalism through appropriate conduct and demeanor at all times as well as the ability to foster a team-oriented and collaborative working environment.
  • Excellent verbal and written communication skills with strong interpersonal skills and ability to interact effectively with employees at all levels. Develop and maintain strong relationships across the organization in order to persuade, negotiate, lead and communicate effectively.
  • Must be highly organized and motivated, goal and people oriented, operate independently and make decisions with minimal supervision.
  • Maintain integrity and professionalism at all times in support of a positive work environment: meet commitments and deadlines, provide timely communication, responses and follow up, be engaged and present in job responsibilities, positively represent the department and Integra at all times.
  • Strong proficiency in Microsoft Word, Excel, PowerPoint and Outlook with ability to utilize as effective communication tools that speak to the audience.
  • Must possess the ability to:
    1. understand organizational culture and protocols required while working with educational institutions, community-based organizations and government agencies.
    2. effectively work with organizational contracts, budgets, project plans and proposals for funding opportunities.
    3. understand barriers to employment facing community members to effectively communicate steps to overcome barriers.
    4. align organizations to leverage resources, create partnerships that support apprenticeship collaboratives and other programs and identify revenue sources to sustain programs.
    5. actively seek improvement opportunities and propose solutions, initiatives, strategies, etc., in support of departmental and organizational goals.
    6. proficiently project manage, adapt to changes in the work environment, delays or unexpected events, manage competing demands, and change approach or method to best fit the situation.
    7. remain fair and consistent while handling potentially sensitive situations with diplomacy and a high level of confidentiality and discretion.
    8. travel nationally to build and foster various collaborative partnerships and relationships.
    9. work events and attend meetings during “off hours” (early mornings, evenings and/or weekends) as needed based on business needs.
