Job Description

 PM will be managing 4-5 projects at a time in varying stages and average $10M-$90M in construction cost.

Site Assessment and Pre-Design Phase 

  1. Assist A/E team in developing a preliminary design scope of work.
  2. Review California Building Code (DSA's Structural, Fire Life Safety and Access Compliance) to determine mandated scope of work.
  3. Initiate Conceptual Cost Estimates.
  4. Review test reports and obtain A/E recommendations based on (Fire hydrant flow, geotechnical reports, building systems inspection, pest control and land surveys)
  5. Conduct 360-degree digital photo of campus.
  6. Meet with District departments for initial coordination (e.g. Police, Technology, CEQA, Real Estate, District Architect, Maintenance & Operations, Playground Equipment, Landscape and Irrigation, Door Hardware, Food Services, Special Education, Hazmat Abatement, about 25 departments in total)
  7. Confirm CDE requirements.
  8. Determine if new utilities are required.  
  9. Present Site Scope Plan and CAC Estimate, and Master CPM Schedule to FPC leadership. 
  10. Secure project funding commitment for leadership based on approved items in item 7.
  11. Manage documentation flow and control.

Schematic Design and Design Development Phase

  1. Become knowledgeable with District Design Guide and Educational Specs 
  2. Orchestrate coordination meetings with the A/E team
  3. Refine budget (Unifier), scope and schedule (MS Projects) with school site administration and FPC leadership.
  4. Review alternative design solutions when budget is impacted.
  5. Attend DSA Preapplication meetings.
  6. Conduct Design workshops with Site Administration. 
  7. Provide weekly project reports in District AERO (web-based file share) site that summarizes progress schedule and costs status, changes and significant project issues. 
  8. Meet on site with Architects and Engineers to refine needs assessments and survey site from roof to foundation.
  9. Assist Architect in learning campus culture, history, curriculum, special studies and Special Education 
  10. Initiate FFE design.
  11. Manage design process with A/E team with weekly meetings. 
  12. Conduct second round of interdepartmental coordination. 
  13. Review Schematic Design documents weekly and assist the District in QAQC review.
  14. Develop conceptual project phasing plan.   
  15. Orchestrate community presentation (DTF) and record determinations and commitments made by FPC leadership.
  16. Present Site Scope Plan and CAC Estimate, and Master CPM Schedule to FPC leadership. 
  17. Secure project funding commitment for leadership based on approved scope. 
  18. Manage documentation flow and control.

 


Construction Document Phase

  1. Verify District Design Guide and Educational Specs are implemented.
  2. Orchestrate coordination meetings with the A/E team
  3. Refine budget, scope and schedule with CM and Precon General Contractor 
  4. Develop construction Delivery strategy with project team.
  5. Review alternative design solutions when budget is impacted. 
  6. Provide weekly project reports in District AERO (web-based file share) site that summarizes progress schedule and costs status, changes and significant project issues. 
  7. Meet on site with Architects and Engineers and Precon GC, to refine needs assessments and survey site from roof to foundation.
  8. Assist Architect in learning campus culture, history, curriculum, special studies and Special Education 
  9. Manage design process with A/E team with weekly meetings. . 
  10. Review Construction documents bi-weekly and assist the District in QAQC review. 
  11. Develop interim housing, project phasing plan and move plan. 
  12. Assist A/E in securing all regulatory agency approvals (DSA, CGS, CDE, City/County of SD, DTSC) 
  13. PM attends all DSA meetings including backcheck.
  14. Present Site Scope Plan and CAC Estimate, and Master CPM Schedule to FPC leadership. 
  15. Secure project funding commitment for leadership based on approved scope. 
  16. Manage documentation flow and control.
  17. Assist CM, Architect and GC in Bid Leveling
  18. Interface with District Contracts Department for Board Schedule and documentation
  19. Determine GMP and obtain FPC leadership approval and BOE approvals.

Construction Phase

  1. Assist the District in maintaining communication and cooperation with local, state and Federal agencies.
  2. Implement GC Notice to Proceed by BOE
  3. Implement Phasing Plan
  4. Implement move plan with site administration/staff.
  5. Assist in the planning of groundbreaking ceremony.
  6. Support PLA requirements.
  7. Coordinate FFE procurement, delivery and set-up phase by phase.
  8. Coordinate Service request with District IT and PPO Departments (M&O)
  9. Review and approve Field Work Orders by CM.
  10. Attend weekly jobsite Owner Architect and Contractor (OAC) meetings. 
  11. Assist CM and Project Architect in the review of field and administrative issues.
  12. Monitor Budget and Schedule weekly with CM and District cost control team.
  13. Review RFI and substitution requests.
  14. Review Constriction Change Directives (CCD) and Architects Supplemental Instructions (ASI)
  15. Assist CM, Architect and GC with punchlists.
