Summary

Under the general direction of the Director of Construction, the primary purpose of this position is to provide project management and professional expertise to the Modernization team to accomplish its primary goal of the modernization of public housing in the city of Pittsburgh.  The Modernization team is a part of the Construction Division of the HACP Development and Modernization Department. It is responsible for project management for public housing capital improvements. The selected candidate will be working in a team environment with a highly motivated and dedicated staff.  The incumbent will be responsible for project management and general oversight of all phases of modernization projects including project conception, planning, development, procurement, and implementation.  They will possess the ability to handle confidential and sensitive information, communicate with individuals at various levels within and on behalf of the organization, navigate within the Authority’s structure to solve problems and progressively assume responsibilities. All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Provide complete project management and oversight for modernization projects through all phases of project including assessment, planning, procurement, construction and closeout.
  • Maintain progress on multiple construction projects at various project stages simultaneously.
  • Evaluate existing conditions for assigned projects and provide recommendations to construction management team for inclusion in scope of work.
  • Prepare project proposals for presentation to peers, supervisors, executive team, residents, and Board members.
  • Prepare procurement documents and manage procurement process for architects, contractors, and other service providers.
  • Participate in review of submissions and recommendations of award to Director of Procurement and Contracting Officer.
  • Monitor construction process and evaluate contractor performance on modernization projects through field visits, progress reports, and evaluation reports.
  • Learn and follow all relevant safety procedures and ensure all project participants are in compliance at all times.
  • Review and prepare documents for approval for payment of vendor payment requests on assigned projects.
  • Monitor project budget, schedule, and critical tasks and submit periodic reports to management.
  • Maintain paper and electronic records in accordance with established department protocols and procedures.
  • Coordinate job and progress meetings for all service and construction contracts assigned.
  • Conduct and coordinate necessary investigations and work with Construction Management team, supervisors, contractors, and other stakeholders to resolve issues arising during the course of the project.
  • Assist in gathering data for departmental capital budget and participate in other departmental planning related functions.
  • Master HUD rules and regulation pertaining to construction, modernization programs, procurement, and contract-related resident initiatives.
  • Master departmental Standard Operating Procedures (“SOP”) for Modernization projects.  Identify areas of concern and bring them to the attention of Supervisor.
  • Maintain working knowledge of construction industry including business practices, processes, materials, and equipment.
  • Act as administrative liaison with other city agencies and Housing Authority departments.
  • Prepare and update required reports as assigned and submit in a timely manner.
  • Conduct overall management of assigned professional services and construction contracts from conception to project closeout in accordance with Dev/Mod’s Standard Operating Procedures (“SOP”) for Modernization projects.  Identify areas of concern and bring them to the attention of his/her Supervisor.
  • Continually review SOP and suggest changes
  • Assume other responsibilities and perform other duties as assigned.

 

Education and/or Experience  

Bachelor’s Degree in architecture, business or related field and a minimum of 7 years experience in construction industry and/or contract administration.  An equivalent combination of education and experience may be considered.  Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills Microsoft (Word, Excel, and PowerPoint); HUD Management systems; familiarity with project management software. Must have the ability to learn other computer software programs as required.

To perform this job successfully, the employee is frequently required to travel to various Authority properties. Daily movements include pushing/pulling; stooping/crouching; balancing, climbing, sitting; standing; reaching, handling/grasping; fingering, operating computers and other office equipment; driving, moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 30 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. Works indoors and outdoors in dry, wet, hot, cold, and windy conditions. The noise level may be loud and the environment may be more hazardous due to hazardous materials and heavy tools/machines than a standard office environment. This position may be required to work with contractors as well as Authority residents and within occupied residences.
