Job Description

Position Summary Description

Directs the overall enterprise portfolio management team, in collaboration with project managers and key stakeholders, which delivers on project justification and approval, project development, execution and project closeout of a portfolio of projects associated with the generation, transmission, operations, and business technology capital additions and improvements across the corporation. Drives the development of annual and multi-year corporate workplans that proactively meet the demands of the corporation and/or its Members. Manage the development and integration of standards, processes, and tools, to enhance the efficiency, effectiveness, and standardization of project management across the organization. Leads data analytics, resources optimization, risk management, gap analysis, continuous improvement and health reporting activities associated with the portfolio of projects. This collaborative leader will contribute significantly to the capital program strategy and collaborate with other leaders across the organization to prioritize projects and programs in accordance with strategic priorities; and allocate and assign project resources optimally. The Enterprise Portfolio Manager will serve as the project management expert for the organization and a key focal point for enterprise and/or cross-divisional capital project matters

Essential Functions

  • Drives cross-functional coordination and communication across the organization with respect to the full lifecycle of capital projects, including justification and approval, planning, development, execution, closeout of capital projects and programs.
  • Drives the coordination with other functional leaders in the development and approval of annual and multi-year work plans that proactively meet the needs of the corporation and its Members, and enhance generation, transmission, and operational reliability.
  • Drive the planning and execution of budget and resource planning activities in support of annual and multi-year work plans associated with the maintenance, operations, and expansion of the electric power infrastructure.
  • Leads and manages the development and implementation of project management policies, guidelines, and accountabilities in accordance with PMBOK and/or other applicable area governance model guidelines, standards, and practices.
  • Leads the development and implementation of process, workflows, templates, communications to standardize project management across the organization and enhances the effectiveness and efficiency of cross-functional project teams.
  • Monitors, analyzes, and periodically communicates the health and status of the overall portfolio of projects through the effective use of portfolio dashboards and delivery metrics.
  • Analyzes operating data and statistics including project progress, risks, and dependencies to maintain portfolio controls and to identify opportunities, adjust project plans, and/or implement process improvements.
  • Partners with project and program sponsors to assess risk of initiatives on business activities, develop mitigation strategies, and track progress against those initiatives.
  • Provides project readiness assessment at each phase of the capital project framework/methodology, keeping senior leadership informed in a manner that facilitates timely and effective decision-making.
  • Drives the portfolio resource analysis during the planning cycles and as input to the change request management process to allocate resources optimally and identify resource allocation risks.
  • Partner with other organizational leaders to develop and implement training and coaching concepts to strengthen project leaders.
  • Partners with other organizational leaders to identify and implement best practices and continuous improvement initiatives to improve productivity and optimize capital project cost.
  • Maintains effective working relationships with all stakeholders including employees at all levels within the corporation and Member systems.
  • Supports the execution of corporate and division vision, strategic initiatives, and objectives.

Qualifications and Education Requirements

  • BS Degree in Engineering, Project Management, Construction Management, or related field.
  • Twelve (12) years of progressive experience in electric utility environment including at least six (6) years of direct experience in project management, program management and/or business analytics that includes proper alignment of people, process, and technology to meet business requirements; and at least three (3) years of providing leadership oversight to professional and technical resources
  • Project Management Professional (PMP) certification
  • Working knowledge with Microsoft Office Professional Suite, including Word, Excel, Outlook, and PowerPoint
  • Strong Proficiency with Microsoft Project, Primavera, or comparable project management software tool
  • Demonstrated ability to plan and/or manage large complex projects and engage effectively with all levels within and outside the organization
  • Master of Business Administration (MBA) Degree is a plus

Physical Requirements

Must be able to wear personal protective equipment (PPE), and respiratory equipment may be required. Must possess a valid Florida driver’s license with an acceptable motor vehicle report.

Working Conditions

Normal office conditions. Some travel and work outside of normal business hours. While working in certain areas of the transmission system and the plant there is the potential for exposure to hazards typical of an industrial working environment.
