Job Description

JOB TITLE

Chief Financial Officer

ANNUAL SALARY RANGE

$139,338 to $171,493 (salary revised 03/06/2024)

SUMMARY
Under the supervision of the Deputy Executive Director, the Chief Financial Officer will direct and oversee the agency's financial activities, prepare current financial reports and summaries, and create forecasts predicting future growth.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Analyze and organize the office operations and procedures related to the finance department.
  • Monitor, adopt, and implement all new federal programs, policies, and procedures related to finance operations.
  • Responsible for overseeing and directing cash management, budgeting, audits, tax, accounting, purchasing, facilities, and related activities.
  • Preparing, update, and document operating procedures and manuals and developing training materials to support finance department activities.
  • Prepare, submit, and present agenda items on finance activities to the Board of Trustees.
  • Conduct analyses of program costs to determine areas where cost reductions can be effected.
  • Review the overall performance of the various finance functions and coordinate all necessary actions for efficient operations by compiling and analyzing all relevant information.
  • Prepare the budget for the finance team and finalizing the budget for the agency each fiscal year
  • Responsible for representing the agency, personally or through subordinate personnel, in public meetings, seminars, and other assigned public relations activities.
  • Develop a business plan for the finance team and assist in strategic planning.
  • Responsible for the arrangement of audits of agency financial statements and required compliance audits and preparing draft audit reports and financial statements for audit.
  • Establishing relations with banks and other financial institutions and ensuring adequate internal controls over Agency accounts.
SUPERVISORY RESPONSIBILITIES
  • Manages and directs the work activities of subordinate supervisor(s) and/or non-supervisory personnel in the team as directed by the Deputy Executive Director. 
  • Responsible for the overall direction, coordination, and evaluation of the Finance unit. 

EDUCATION and/or EXPERIENCE
Bachelor's degree in Business Administration, Accounting, or Finance, including eight to ten years of experience in financial management required;  governmental accounting experience preferred.  Master's degree in Business Administration, Accounting, or Finance preferred.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid driver's license. Must be bondable. Certified Public Accountant (CPA) License required

OTHER KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of governmental accounting, bond accounting, and computer systems, including accounting software, spreadsheet, and word processing software.  Knowledge of the general principles of finance, including budgeting and reporting.  Knowledge of the local, state, and federal laws governing the agency's financial operating practices and procedures.  Ability to understand, act on, and interpret policies, regulations, and procedures set forth by OHFA, Federal and State governments, and departments, including HUD.  Ability to devise, implement, and supervise standard accounting methods, procedures, forms, and records.  Ability to prepare financial statements and reports. 

This is not a remote or telework position.
