About the Position

The AM&E Policy/Guidance Manager will support the development and execution of policy and guidance frameworks for overseeing the AM&E security cooperation efforts

Daily responsibilities include:

  • Review, revise, and coordinate with other offices (informally and formally) on Policy, Doctrine, etc. related to AM&E.
  • Ensure alignment of frameworks, data architecture, lexicon, and timelines/workflows encapsulated in documents clarifying the ways that SC programs conduct or oversee AM&E
  • Ensure that when DSCA is requested to review new Policy, Doctrine, Guidance, Memos, Law, Manuals, Operations, Planning, and Fragmentary Orders (OPORDs, PLANORD, FRAGOs), and Standard Operating Procedures (SOPs), relevant DSCA offices are included in said review.
  • Ensure that when DSCA is requested to review new Policy, Doctrine, Guidance, Memos, Law, Manuals, Operations, Planning, and Fragmentary Orders (OPORDs, PLANORD, FRAGOs), and Standard Operating Procedures (SOPs), that the roles and responsibilities either implicitly or explicitly stated in the document is in accordance with existing AM&E documents, particularly policy and Memoranda of Understanding (MOU)
  • Recommend when to review or revise existing AM&E policy, doctrine, etc. and shall lead the drafting and coordination of new DSCA AM&E implementation guidance or other documentation
  • Coordinating documents across DSCA, DoD, and the interagency and support DSCA's adjudication of edits for the following products including, but not limited to:
    • Quarterly and/or annual reports to Congress on security cooperation activities (e.g. sections 332, 333, 345, 383 and 386 of Title 10 and the Foreign Military Training Report, or FMTR, of Title 22)
    • Reports or informal responses to requests for information from congressional staff, the General Accountability Office (GAO), Inspectors General, and internal DoD organizations
    • Travel requests and approval documents, both intra-DoD and across the United States Executive Branch

Qualifications:

  • A bachelor's degree
  • 5-7 years of experience writing, coordinating, updating, communicating internally and externally, or overseeing the execution of Monitoring and Evaluation (M&E) policy
  • 10 years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a department, agency or bureau of the US government, a national organization, an NGO/IGO, the UN, or private industry
  • 2 years of experience analyzing and interpreting legislation and policy documents; legislative advocacy, negotiation and persuasion; Communicating complex concepts through oral and written mediums to congressional committees; preparing a variety of written communications such as reports, testimony, and factsheets
  • Familiarity with DoDI 5132.14
  • Active Secret security clearance

Preferred Qualifications:

  • 10 years of experience writing, coordinating, updating, communicating internally and externally, or overseeing the execution of Monitoring and Evaluation (M&E) policy
  • 4 years of experience analyzing and interpreting legislation and policy documents; legislative advocacy, negotiation and persuasion; Communicating complex concepts through oral and written mediums to congressional committees; preparing a variety of written communications such as reports, testimony, and factsheets
  • A master's degree or higher
