Job Description

Under the general supervision of the Chief Operating Officer, the incumbent will provide ongoing supervision of the Residential Treatment (Division) which includes all OMH congregate care programs and in collaboration with other executives, will provide leadership on identified agency initiatives.

ESSENTIAL JOB FUNCTIONS:

  • Provide program oversight and supervision to all assigned program operations.
  • Provide skillful leadership and management aligned with the ICL mission, values and strategic plan. Ensure that the division is well informed, maintain transparent communication as appropriate, encourage staff engagement and participation in division and agency wide committees and initiatives.
  • Maintain strong, positive partnership with New York State Office of Mental Health, the New York City Department of Health, the New York City Department of Homeless Services, and other regulatory agencies with respect to ongoing operations and rehabilitative services.
  • Promote and foster ICL’s culture of diversity, equity, inclusion and belonging in all practices.
  • Develop and revise as necessary a supervisory structure between program directors and senior management which ensures that at each level adequate program supervision is being received on a routine basis and there is complete compliance with regulatory standards and requirements within the respective program.
  • Ensure productive balance between in person and telecommuting working methods.
  • Support a learning culture where, in part, programs use data, trending analyses, and innovation to deliver the most current, evidenced/consensus based approaches.
  • Build and maintain integration touch points with all relevant ICL programs to achieve integrated, seamless experience for the client to reach their recovery goals.
  • Maintain strong working partnership with Administrative departments including Finance, IT, HR, Government Relations, and Quality Assurance.
  • Supervise each program’s overall client quality of care, including but not limited to, clinical and all treatment approaches/evidenced and consensus based, staff clinical skills and interventions, application of admission, continuing care, and discharge decisions, psychiatric care/medication management, incident trending.
  • Ensure rapid access, enrollment in care management, and comprehensive integration with other ICL programs.
  • Ensure the development, implementation and monitoring of program quality assurance standards that are in compliance with regulatory requirements. This includes active participation in utilization review and incident review, conduct trending analysis to make recommendations and implement quality improvement.
  • Implement and maintain a professional development system that includes comprehensive onboarding, clinical supervision, and periodic job performance review.
  • Establish and ensure that clinical supervision adheres to the policy and practice to fully support whole health, trauma informed, person-centered care and ongoing professional development.
  • Assess the training needs of the programs and coordinate appropriate training with the Training Department to meet those needs through internal as well as external resources.
  • Monitor and supervise programmatic budget compliance and revenue/census management issues ensuring maximum revenue potential and efficient utilization.
  • Identify staff and client outcome measures and monitor program performance accordingly.
  • Function as integral team member in the Senior Vice President Team.
  • Represent ICL at all inter-agency and public levels (City, State and Federal)
  • Attend, coordinate and provide linkage to the Community Advisory Boards associated with the division’s programs.
  • Delegate responsibility for attending provider agency meetings and community organization meetings as appropriate.
  • Participate in annual budgetary planning meetings as well as monthly financial performance reviews.
  • Facilitate monthly division meetings reporting feedback to administrative services to ensure optimal program operation.
  • Strategically identify, attract, develop, and retain top talent through innovative talent management initiatives tailored to meet organizational needs

    Design and Implement Measurable Annual Goals and Objectives

    • Actively participate in ICL strategic plan objectives, communicate progress to division and support staff engagement.
    • Produce annual operational plan for the division that is aligned with the strategic plan and division priorities.
    • Conduct ongoing quality improvement through periodic assessment of the residential, vocational and whole health rehabilitative needs of clients.
    • Design and implement program quality improvement as necessary in order to meet or exceed assessed needs.
    • Ensure special issues and/or populations are included in the development of programming.
    • Support client transitions to the most independent level of residential options available.
    • Ensure census targets by conducting and coordinating outreach efforts to psychiatric facilities, health and hospital systems, and other referral sources.
    • Collaborate with supportive housing division and the real estate department to request apartment resources for clients transitioning to independent living.

    Development of New Program Initiative

    • Identify service gaps and produce concepts/interventions to address these areas presenting proposals to various funding sources.
    • In coordination with the Development Department, plan and supervise the submission of grants to fund services consistent with programmatic needs.

    • Experience in evidence-based practice, trauma-informed care, housing first model, motivational interviewing, and harm reduction.
    • Provide on call 24/7 consultation as needed.

    QUALIFICATIONS AND EXPERIENCE:

    Current Licensed Clinical Social Worker (LCSW), Clinical Psychologist (PH.D), or Psy.D. Licensure Required in New York State.

    At least 7 plus years ‘supervisory and administrative experience in a behavioral health care environment and housing.

    Experience in staff supervision, clinical supervision and interventions, project management, budget management, Medicaid billing, and quality assurance experience in providing services to individuals with Serious Mental Illness (SMI) in housing(i.e., scattered-sites and/or residential).

    Salary Range: $135k to $175k based on qualifications and experience
