Job Description
Project Overview

The government requires tutoring/instruction services to guide, mentor, and train-the-trainer GCC/FCC and Service staff as applicable to address capability gaps related to the planning and integration of OCS into current and future operations. This position will provide the training and curriculum materials to integrate OCS in the present force and propose a full spectrum doctrine, organization, training, material, leadership and education, personnel, and facilities (DOTMLPF) and capability solution framework to deliver more responsive and accountable OCS for the warfighter. Mentors will be embedded with defense components who request support to work with them IN the business on a day to day basis as well as ON the business to improve capabilities in the long run.

Deep expertise in OCS is not necessarily required, but applicants who are not as familiar with OCS must have deep experience in Defense Logistics, Planning, Contracting, or related areas and an ability to learn quickly from Technical Assent's existing OCS SMEs to effectively mentor government personnel in this area.

Project Role
  • Serve as a senior advisor and mission partner to Service HQs, Service Components, OSD Components, and/or CCMDs in support of designing, refining, and implementing Air Force's enduring OCS capability.
  • Advise, assist, train, tutor, and mentor Component organizations on OCS Competencies and Tasks. Any training should focus on the acquisition and logistics workforce, and functional communities who contribute significantly to OCS by their assigned duties
  • Advise, assist, train, tutor, and mentor Service Headquarters, Major Commands, and Air Component Commands, on Vendor Threat Mitigation (VTM).
  • Advise and assist the Services and other Components to implement a framework / strategy for the planning, integration, management, and execution of contract support into operations.
  • Attend GCC/FCC and Service component exercises; and tutor, train, mentor, and advise personnel at these exercises.
  • Facilitate large groups of senior executives, encouraging compromise and consensus leading to actionable results.
General Responsibilities
  • Leads services and projects that deliver client outcomes.
  • Builds rapport with the client by seeing assigned tasks in the context of broader strategic goals, anticipating risks, and supporting decisions through the development and delivery of high-quality deliverables.
  • Leads entire teams to plan task timelines and directs the allocation of staff support to complete tasks.  
  • Mentors and supports the development of team members.
  • Takes advantage of learning opportunities beyond client-based role or roles and connects them to existing knowledge.
  • Shares knowledge with internal and external peers through writing and speaking 4-6 times per year.
  • Builds organizational capability by building reusable process assets, templates, and tools that improve the consistency of our services.   
  • Supports business development pursuits by actively researching customer needs, recognizing opportunities and assessing the competitive environment to determine an optimal approach and solutions. Actively supports the business development lifecycle by leading significant aspects of a Requests for Information or Requests for Proposals.
  • Maintains a professional demeanor that is consistent with Technical Assent core values at all times.
Minimum Qualifications
  • Bachelor's degree and at least five (5) years of experience in Defense Logistics, Planning, or operational contracting. A Master's degree can be substituted for two (2) years of experience.
  • Active Top Secret / SCI Clearance or eligibility for these.
  • Knowledge and understanding of the following functional areas: acquisition, logistics, operations, planning, and program management.
  • Familiarity with the government's process for contingency contracting and the various program reviews required for acquisition approval in order to provide guidance on the government contracting process to include development of the solicitation material, the solicitation review process, and the contract award process.
Desired Qualifications
  • Familiarity with the key stakeholders and organizations in the OCS Communities of Interest (COI)
  • Knowledge of and experience with DoD Operational Contract Support (OCS) doctrine, policy, procedures, and practical application

  • Must reside in Tampa, Florida
  • Travel: Up to 25%
