POSITION OVERVIEW:

This position will manage Casino and Hotel Human Resources and provides technical assistance to boards, committees and management team members in such areas as employment, evaluation, education training, safety and health, wages and salaries, benefits, administration and labor relation, employee relations, counseling, and employee development.

S/he is responsible for preparing and ensuring adherence to the department's budget, including the calculation of costs and estimated completion dates for current and future projects. This position classification develops and implements processes and procedures that comply with Tribal, State and Federal laws, rules and regulations and safeguard end-user confidential information.

This position classification mentors department team members and prepares a succession plan that focuses primarily on Chehalis Tribal Members.

This position ensures the confidentiality, security and accuracy of guest's and team member's records, and promotes positive guest and team member relations. Strong written and verbal communication skills are required and outstanding guest service to fellow team members, guests, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.

SUPERVISORY RESPONSIBILITY:

This position directly supervises; Human Resources team.

ESSENTIAL FUNCTIONS:

The essential function of the Human Resources Director includes but not limited to:
  • Organizes and administrates Casino Human Resource Department including employment, benefits, wardrobe, and administrative assistance.
  • Responsible for internal and external Human Resource research ensuring that Human Resource areas of responsibility are competitive and operate within the scope of currently accepted practice levels.
  • Manages Casino recruitment activities and ensures processes for recruitment of quality applicants are in place, and indirectly provides programs and process to aid department managers in quest for improved retention.
  • Clearly articulate and assist with defining issues, resolutions and support to provide leadership and direction to all position interacts with. Must be able to work together and facilitate/mediate the resolution of conflicts occurring within the organization. Counsels department managers. Ensure legal compliance on employment related matters, up to and including ensuring documentation/counsel/ are within the guides of the Casino. Positions the Casino proactively in employment matters to minimize legal ramifications effecting employment of the Casino and Tribe.
  • Develops and maintains position ranking system and job descriptions are current to ensure internal and external competitiveness with surrounding markets.
  • Ensures evaluation/performance appraisal system is maintained to ensure positive recognition for actual work performance exists.
  • Maintains compliance records.
  • Maintains all Human Resources records.
  • Manages employee training development program. Acts as a role model and seeks to guide and lead others to encourage the best they have to offer the Lucky Eagle Casino.
  • Oversee and manages employee safety operations/committees ensuring compliance with safety directives.
  • Functions as labor relation manager responding proactively to areas of employee relations and concerns. Provides counsel as requested to ensure appropriate Federal, State, Gaming Regulations, Tribal laws etc., compliance.
  • Works with management team in organizational development.
  • Responsible for Casino benefit administration.
  • Functions in a public relations capacity where necessary representing the Casino and Chehalis Tribe in a professional well-presented manner.
  • Is responsible, responsive, professional, and treats others with respect and integrity.
  • Works with and creates a counseling resource advocacy with employees of the Casino and Tribe.
  • Provide Human Resource reports to the General Manager and Tribe on as needed basis.
  • Attends and participates in department manager meetings.
  • Responsible for development and accountability of department budget.
  • Other duties as assigned.

EDUCATIONAL REQUIREMENTS:

A Bachelor's Degree in Human Resources/Organizational Development, Business Administration or related field required, a Master's Degree preferred, and/or a combination of equivalent education and experience will be considered.

SKILL, KNOWLEDGE, AND EXPERIENCE REQUIREMENTS:

A minimum of seven (7) years of Human Resources management experience required, and five (5) years of supervisory experience, plus an extensive knowledge of Human Resources principles, practices and procedures related to; recruiting, staffing, onboarding, organization development, and employee relations. A strong interpersonal, communication, and organizational skills, required. Proficient in Microsoft Office including: Word, Excel, PowerPoint, Outlook and HRIS systems.

Must maintain a professional appearance and provide positive company image to the public. A high level of discretion required to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy. Work requires continual attention to detail and meeting deadlines.

Must be a minimum of 21 years old and have the ability to obtain and retain a Washington State Class III Gaming License; successfully pass a pre-employment drug screen; and have and maintain a driving record that at least meets the minimum requirements established by Lucky Eagle Casino & Hotel vehicle insurance provider.

While performing the duties of this position, the employee is frequently required to stand; walk; use hands to finger; handle; feel; or grip objects, stretch and/or reach with hands and arms; stoop; crouch or work in cramped or awkward positions; repetitive motions. This person may regularly lift and/or move up to 30+ pounds. Specific vision abilities required by this position include close vision, distance vision, depth perception, and ability to adjust to focus.

ENVIRONMENT:

The environment characteristics describe here are representative of those a team member may encounter while performing the essential functions of the position.

Primarily indoors and may be exposed to heavy smoke and fluctuations in temperature while in and around the Casino and/or Hotel. May also, from time-to-time be exposed to noise from slot machines, customers, music and public announcement system, as is common in a Casino and/or Hotel environment.
