JOB SUMMARY

The House Manager under the supervision of the Senior Manager of Housing Services and in consultation with the Senior Director of Integrated Services, provides leadership and oversight relating the day-to-day operations of the Halfway House for Men Treatment Program. The House Manager is responsible for, but not limited to, providing direct management and supervision to all Counselor Aide Staff.

JOB DUTIES

  1. Embody all Eva’s Village’s core values, voice, and tone to provide an exceptional and effective experience for our clients, funders, employees, and volunteers.
  2. Maintains knowledge and clear understanding of all organizational / program policies and procedures and ensures the effective implementation.
  3. Responsible for the implementation and completion of all Counselor Aide Staff annual performance evaluations/performance evaluation reviews.
  4. Serves as a liaison between all Eva’s Village resident(s), Clinical/Operational Staff and Administration.
  5. Ability to work a Flexible Full-Time schedule as identified by the Senior Manager of Housing Services for the purpose of ensuring Eva’s Village is meeting the operational needs of the Halfway House for Men’s Treatment Program (i.e.-weekend/holiday coverage) to ensure the 24/7 staffing coverage is maintained as per N.J.A.C.8:111-3.5.
  6. Responsible for the hiring and terminating of all Counselor Aide staff, with the approval of the Senior Manager of Housing Services, Senior Director of Integrated Services, and Eva’s Village Human Resources department.
  7. Responsible for the New Hire Orientation and training of all Counselor Aide staff regarding Eva’s Village Organizational / Men’s Halfway House Program Policies and Procedures.
  8. Responsible for ensuring adequate 24-hour/7 day per week staffing coverage and ensuring all levels are established and maintained to ensure continuity of care to clients and ensure that substitute staff possess the appropriate equivalent qualifications needed to function in that capacity according the N.J.A.C. 8:111-3.5
  9. Ensures at least one staff member is currently certified in basic cardiac life support by the American Heart Association and/or the American Red Cross is present in the facility at all times during the facility's hours of operation.
  10. Responsible for the creation, reviewing, approving and management of Counselor Aides’ work schedules/Paid Time Off (PTO) Requests.
  11. Responsible for reviewing and approving assigned Counselor Aides’ electronic timecards.
  12. Responsible for the creation, implementation, monitoring, documentation, and record keeping of Halfway House Client randomized/instant UDS drug/alcohol screening(s). Responsible for making all records available to Senior Manager of Housing Services and/or Senior Director of Integrated Services upon request.
  13. Conducts monthly staff meetings and reports ideas, suggestions, and opportunities for improvement to the Senior Manager of Housing Services.
  14. Reviews all Counselor Aid logs daily and brings any irregularities to the Senior Manager of Housing Services attention.
  15. Responsible for the monthly fire and quarterly disaster drills in conjunction with the Facilities Department.
  16. Prepares for all site visits, ensuring the department and staff are functioning and/or operating as per all Federal and State licensing regulatory and compliance standards.
  17. Responsible for the timely submission of all weekly, bi-weekly and/or monthly data reporting information to the Senior Manager of Housing Services, (i.e.-including but not limited to staff meeting agendas/minutes, housing status reports, staff schedules, client/staff incident reports, etc.).
  18. Participates in Quality Assurance/Compliance and Clinical staff meetings as deemed appropriate.
  19. Maintains effective communication standards within the Eva’s Village Organization, Staff and Clients.
  20. Assumes responsibility for the continuous implementation of program policies and procedures in conjunction with Administrative/Management Staff.
  21. Oversees the implementation of compliance with all applicable policies and procedures in the program.
  22. Works with the Volunteer Coordinator in placing volunteers.
  23. Assumes responsibility for monthly inventory of supplies.
  24. Promptly reports any problems concerning the breakdowns, wear, and tear of the Residence to the Senior Manager of Housing Services and Facilities Director.
  25. Oversee ongoing maintenance and general cleanliness of the facility.
  26. Performs or delegates unit intake and orientation to the unit / program for new clients.
  27. Performs or delegates client discharges from the program.
  28. Facilitates client house meetings.
  29. Other projects and/or assignments as deemed necessary by Senior Manager of Housing Services and or Senior Director of Integrated Services.
  30. Transports clients as needed.
  31. Ensures effective organization with daily tasks and accurate record keeping.
  32. Participates and/or delegates staff attendance in client Multidisciplinary Team Meetings.

QUALIFICATIONS

EDUCATION:

Associates degree required (preferably in Social Service/Human Services Field of study); Bachelors or Masters preferred. CADC/LCADC preferred.

EXPERIENCE:

  1. A minimum of three to five years is required in residential, sheltering, or social service field, with at least two to three years in a supervisory capacity.
  2. Must demonstrate the ability to work with minimal supervision, learn quickly and follow detailed policy and procedure.
  3. Must possess the ability to communicate clearly and accurately, supervise a team in a fair diplomatic manner and be able to diffuse crisis situations.
  4. Have and maintain CPR/First Aid certification or achieve CPR/First Aid certification within (30) days from the date of hire.
  5. Valid driver’s license from the state of residence and a clear driving record.
  6. Proficient in Microsoft office suite.
