Position Objective:

This position will assist the Chief Mechanical officer in directing all activities of the Maintenance of Equipment Department safely and effectively. Responsibilities include but are not limited to, shop and field operations, engineering and planning, and maintenance and repair of all locomotive and passenger car rolling stock. Responsible for developing long-range plans and projections of future needs for fleet maintenance, preventive maintenance, and repair.

Responsibilities:

  • Oversee and ensure the planning, scheduling, and execution of the maintenance, repair, and upgrade work on all Metro-North-owned rolling stock is completed per all Federal regulations and industry standards.
  • Promote and enforce safe practices for working on or about rolling stock, buildings, yards, and or other facilities that are used by Maintenance of Equipment Department personnel.
  • Lead the development of long-range plans and projections for fleet maintenance, fleet composition, and yard and maintenance facility requirements.
  • Foster a climate of collaboration, problem-solving, and teamwork for all stakeholders that support corporate long-range goals and departmental initiatives, create synergy, and enhance employee development.
  • Oversee the development of the annual budget submission and ensure that the MofE department operates within the established budget by designing and instituting the necessary internal processes, protocols, and controls.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

 

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Thorough understanding of industry rolling stock maintenance practices and federal regulations with particular attention to commuter rail fleet types.
  • Excellent leadership skills to motivate and foster teamwork within the department and other stakeholders.
  • Excellent leadership skills in the areas of project management, cause analysis, forecasting, safety, and planning.
  • Excellent organizational skills with the ability to create a climate of continuous improvement.
  • Effective communication skills with a prominence on effective public speaking use of diplomacy, tact, and employee relations within a political environment.
  • Proven record of exercising sound independent judgment and creatively solving problems.
  • Ability to select, train, motivate, and manage a team’s performance.
  • Strong knowledge of Microsoft Office Products and/or comparable applications.
  • Ability to build and communicate a unified vision and facilitate collaboration.
  • Excellent analytical skills.
  • Strong project management skills.
  • Ability to delegate authority and responsibilities.
  • Skilled in overseeing budget management (forecasting, planning, administration).
  • Skilled in selecting, training, managing, motivating, and evaluating staff.
  • Excellent interpersonal skills with the ability to adjust based on the audience.
  • Must have a valid driver’s license.

The following is/are preferred:

  • A familiarity with mainframe and/or web-based rolling stock maintenance programs such as Terminal Management System (TMS), Incident Management System (IMS), and Asset Management System (AMS).

 

Required Education and Experience:

 

  • Bachelor’s Degree in Engineering, Science, and/or Industrial Management required. Demonstrated equivalent experience to include an additional four (4) years of experience, education, and/or technical credentials may be considered in place of degree.
  • Minimum ten (12) years of progressively more complex general management experience in rolling stock maintenance.
  • Minimum seven (7) years experience in managing a diverse group of employees at various levels.

 

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

 

  • Master’s Degree in Public Administration, Management, or a similar discipline.

 

Other Information

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
