Job Summary

Are you interested in leading the development of El Paso County DHS foster home program? Are you passionate about ensuring that children and youth in foster care have a safe, stable, and nurturing environment to reside in? Do you care deeply about supporting foster parents to be successful? As the supervisor of the countys foster home program, you will oversee a team that is responsible for the recruitment, certification, and maintenance of foster homes for adolescents. In this role, you will have the opportunity to work with community members, fellow child placement agencies, and caseworkers to ensure that placement resources are developed and sustained to meet the needs in our community.


Hiring Range: $69,039.40 - $81,592.17 annually (salary to be commensurate with qualifications).


The average workday is Monday - Friday 8:00am-5:00pm.This is a child protection position. Child protection includes engaging families. It is reasonable to anticipate the need for flexibility in work hours periodically to accommodate client schedules. Participation in an after hours rotation is required. Schedule subject to change.Under FLSA guidelines, this position isexempt.

Supervises Practice Unit caseworkers in the Children, Youth and Family Services Division of the El Paso County Department of Human Services (DHS) mission to preserve and rehabilitate families while protecting children. Oversees and coordinates the practice and is responsible for primary decision-making of child protection practices including, but not limited to safety, permanency and well-being.
Essential Duties/Responsibilities

  • Supervises assigned caseworkers and clerical staff within the Practice Unit to include conducting unit meetings, ensuring work is performed in a timely and accurate manner and assigning duties as appropriate. Conducts performance appraisals and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary processes.
  • Communicates the mission of the unit; establishes and monitors the workflow of the unit and assigns cases and assessments.
  • Conducts and participates in staffings and consultations with caseworkers; meets with each caseworker in the unit per supervision protocol to discuss cases, treatment plans, problems, issues and to address caseworker performance.
  • Leads weekly unit meetings to discuss information; participates in DHS administrative meetings involving planning, decision making and management. Coordinates and facilitates staff training as needed.
  • Participates in case-related staffings, court hearings, foster care reviews, team meetings and family meetings; decides and recommends appropriate case plans and proceedings.
  • Ensures compliance with Federal, State and County laws, outcome measures, rules and regulations; reviews cases to ensure case plans are developed and implemented.
  • Reviews, edits and/or approves unit correspondence and reports.
  • Serves as a liaison to community professionals, clients, other agencies, the courts and the public; responds to complaints and concerns.
  • Collects, reports and monitors team statistics, data, outcomes and performance; approves and routes some financial requests.
  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities:

  • Working knowledge of Department of Human Services programs and protocol.
  • Working knowledge of intake and ongoing processes, procedures and protocol.
  • Ability to provide guidance, supervise and train others; ability to objectively review and appraise the performance and work of others.
  • Working knowledge of child protection laws, rules and regulations.
  • Ability to understand, interpret and communicate policies and procedures to staff.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem solving skills.
  • Ability to communicate and work effectively with co-workers, clients, other agencies, and the public.
  • Ability to efficiently plan, schedule and organize.
  • Ability to use standard office equipment to include computer, fax machine, copier and telephone.
  • Maintain regular and punctual attendance.

Required Education and Experience:

  • Bachelors degree or higher from a higher education institution with course work related to the job responsibilities of a child welfare social caseworker as stated in Volume 7. Course work examples can include and are not limited to, the development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques.
  • Three years professional casework experience; or
  • A masters degree or higher in social work or a human behavioral science field with at least 10 semester or 18 quarter hours in courses relevant to child welfare and two years professional casework experience.

PreferredEducation and Experience:

  • One year supervisory or leadership experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license and proof of automobile insurance as stated within El Paso Countys Personnel Policies Manual.
  • Must obtain and maintain necessary certifications as applicable to position.
  • Colorado State Child Welfare Supervisor Certification or the ability to successfully complete and pass initial examination within ninety days of employment.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation to include fingerprinting, motor vehicle record check, drug screen, and physical examination. College transcripts required prior to date of hire.
Work Conditions

Work is primarily performed in an office environment with some travel for home visits, development of community resources, community events, and meetings. Hybrid remote work environment dependent upon Department discretion and business needs.May be exposed to hostile family situations/ individuals, and unsanitary and hazardous conditions. Reliable transportation is required as you will be utilizing your own registered and insured personal vehicle to transport clients as needed; mileage reimbursement is available upon request. Some evening or weekend work may be required.This position may require a 24/7 on-call and after-hours rotational schedule. Local and non-local travel, to include possible out of state travel, may be required. Occasional lifting of files, supplies, children: exerting 20 lbs. 50 lbs. occasionally; 10 lbs. 25 lbs. frequently, or up to 10 lbs. constantly.
