JOB SUMMARY:

Under direct supervision, the HSE Specialist will perform a broad range of tasks supporting all Health, Safety, Environmental and Workers Comp requirements at CCI- West as directed. This position will be required to conduct training, write safety procedures, submit regulatory reports and participate in continuous improvement projects on an as-needed basis.


ESSENTIAL DUTIES AND RESPONSIBILITIES

• Manage all regulatory mandates involving safety and environmental aspects of the facility, including permitting.

• Submit various regulatory reports such as Stormwater, EPA biennial report, OCSD effluent, etc.

• Maintain and apply knowledge of current policies, regulations, and industrial processes related to health, safety and environmental.

• Coordinate and facilitate the timely and required safety training for new hires, managers and general equipment training & any other HSE required training.

• Conduct or direct testing of air quality, noise, and temperature, to verify compliance with health and safety regulations.

• Maintain liaisons with outside organizations, such as fire departments, mutual aid societies, and rescue teams, so that emergency responses can be facilitated.

• Attend technical meetings to provide HSE support.

• Compile, analyze, and interpret statistical data related to occupational illnesses and accidents.

• Prepare all reports (and follow-up reports) of health and safety findings and updates.

• Report to Management status on HSE Activities.

• Maintain communication with facility on current HSE activities.

• Manage all Workers Comp activity for this location.

• Provide technical advice and guidance to organizations on how to handle health-related problems and make needed changes.

• Plan and conduct industrial hygiene research.

• Evaluate adequacy of actions taken to correct health inspection violations.

• Recommend and partner to implement processes and product safety features that will reduce employees' exposure to chemical, physical, and biological work hazards.

• Inspect facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance.

• Oversee the installation of safety devices on machinery, or direct device installation.

• Perform regular jobsite inspections.

• Ensure any accident or injury is promptly reported.

• Assist in the investigation of industrial accidents, injuries, or near misses and help implement corrective and preventive measures.

• Report or review findings from accident investigations, facilities inspections, or environmental testing (as required).

• Perform incident investigation; completing documentation for all forms of incidents (employee, property damage, work procedure errors).

• Interview employers and employees to obtain information about work environments and workplace incidents.

• Review employee safety programs to determine their adequacy.

• Assist with the development of Safety Plans for projects.

• Conduct or coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment.

• Interpret safety regulations for others interested in industrial safety, such as safety engineers, labor representatives, and safety inspectors.

• Provide necessary monthly, quarterly, and annual health and safety reports.

• Write and revise safety procedures in compliance with regulations and codes.

• Promote and maintain a safe work environment.

• Maintain a working knowledge of Company policies and procedures.

• Will be safety conscious and put safety first.

• Design and lead safety training for employees.

• Wears proper Personal Protection Equipment at all time and promote same from employees.

• Report any equipment or facility defect(s) to appropriate personnel.

• Spend as much time as necessary in the manufacturing plant or on the grounds to perform all HSE activities.

• Must be available to travel to visit vendors, seminars, and training as needed to support HSE activities. This travel typically will not exceed 1 month annually.

• Become a champion of safety by proactively promoting and cultivating a culture where employees take responsibility for their safety and safety of others.

• Coordinate group projects/efforts to resolve HSE issues or prepare for HSE initiatives.


SUPERVISORY RESPONSIBILITIES

  • This position has no Supervisory responsibilities
Requirements:

MINIMUM REQUIRED QUALIFICATIONS

Education and/or Experience

  • Industrial Safety Degree or 5+ years’ experience in the utility industry and a High School diploma or GED.
  • Must become a Certified Forklift instructor & maintain certification
  • Strong organization skills, detail-oriented, and exceptional follow through
  • Excellent analytical skills
  • Excellent judgement and problems solving skills
  • Experience in conducting injury investigations and root cause analysis
  • Work well under minimal direction
  • Excellent written and verbal communication skills
  • Knowledge of applicable EPA, OSHA Standards, familiar with 29 CFR 1910 & 29 CFR 1926, and other applicable standards

SKILLS, KNOWLEDGE AND ABILITIES

Computer Skills

  • Intermediate - Microsoft Office; Internet-based programs, E-mail.

Language Skills

  • English (reading, writing, verbal and comprehend).
  • Able to communicate with visitors, customers, vendors, co-workers, supervisor, and other personnel.

Mathematical Skills

  • Basic

  • Experience using office equipment, machines and related software (i.e. computer, copier, fax, scanner, printers, etc.).
  • Possess a professional, proactive and positive approach, and a great attitude.
  • Should be able to work in any shift.
  • Must be able to work occasional overtime to meet operational deadlines.
  • Ability to work as part of a team.
  • Ability to interact effectively with the company executives, managers, and staff.
  • Ability to maintain a high level of confidentiality.
  • Ability to manage multiple tasks and priorities.
  • On-the-job training will be provided for this position.

PREFERRED QUALIFICATIONS

Education and/or Experience

  • College degree (a plus).
  • HSE experience (a plus).
  • 1-2 years of experience in a manufacturing operation office setting.
  • Aluminum forming and processing experience (a plus).
  • Knowledge and understanding of specifications and processes (a plus).
