Position Description:

Capital Area Counseling Service (CACS) was established in 1968 as a 501c3 not-for-profit that provides mental health and addiction services to individuals and families in central South Dakota. CACS is an accredited mental health and addiction treatment center by the State of South Dakota, Department of Social Services. CACS covers nine counties and has 100 employees.

CACS is seeking a new Chief Executive Officer to lead the agency. We are looking for a candidate that is passionate and enthusiastic about the agency's mission and vision, and one that can provide strong leadership for all aspects of the agency's operations with an emphasis on long-term goals and growth.

Duties / Responsibilities:

Operational and Managerial Responsibilities

Knowledge of business and management principles for not-for-profits and Behavioral Healthcare industry, involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

Oversees the organization's financial structure, having an understanding of publicly funded (fee for service) institutions.

Ensure adequate funding to meet the mission and goals of the agency and take appropriate measures to correct unsatisfactory performance and results.

Ensures the agency's compliance with all applicable laws, rules, regulations, and standards pursuant to industry regulations.

Serves as the agency's representative maintaining a strong relationship with the board of directors, employees, SD Council of Community Behavioral Health, community partner agencies, State Departments, and the public.

Analyze operations to evaluate performance of the agency or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.

Negotiate contracts or agreements with community partners, contract providers, third-party vendors, federal or state agencies, or other organizational entities.

Oversee the development and implementation of accounting system, Electronic Health Record system (EHR), Human Resources Information System (HRIS) and other administrative control processes.

Responsible for public speaking engagements and present information at meetings to highlight agency services/programs, exchange ideas, or accomplish objectives.

Create and implement agency policies and procedures and interpret state rules and regulations for employees and the board.

Review and analyze legislation, laws, or public policy and recommend changes to promote or support interests related to Community Mental Health and Substance Use Disorder treatment.

Relationship With the Board

Reports to the Board of Directors.

Works with the board of directors and leadership to establish short-term objectives and long-range goals, and related plans and policies.

Presents regular reports on the status of the agency's operations to the board of directors and to agency staff.

Provides professional leadership to the Board of Directors to assure development of an effective and motivated board, including identification, recruitment, training, and involvement of members in meeting the goals of the organization.

May be assigned special projects periodically by the Board of Directors.

Education/Experience

Masters of Social Work, Psychology or Counseling, or advanced degree in Business Administration preferred. Minimum requirement of a bachelor's degree in relevant field.

5 years proven track record in executive leadership roles within mental health organizations or related healthcare settings.

Comprehensive knowledge of mental health services, clinical practices, and regulatory environments.

Physical Requirements

Remaining in a stationary position, often standing, or sitting for prolonged periods.

Must be able to lift up to 15 pounds at times.

Must be able to navigate various departments of the organization's physical premises.
