Job Description

Job Summary

The Prevention of Sexual Abuse (PSA) Compliance Manager is responsible for managing implementation and compliance with the Interim Final Rule to prevent, detect, and respond to sexual abuse and sexual harassment involving child refugees. Responsible for compliance with Office of Refugees Resettlement (ORR) policy on sexual abuse and harassment and will lead the investigation of any reports regarding sexual abuse and harassment for the organization.

Essential Functions:

1. Responsible for managing implementation and compliance with the Interim Final Rule to prevent, detect, and respond to sexual abuse and sexual harassment involving child refugees.

2. Review and evaluate progress regarding to sexual abuse reports and final reports to ensure proper reporting procedures as outlined by guidelines.

3. Responsible for implementing systems for evaluation and monitoring of all regulatory standards that apply to the residential care program and will ensure that all members of the team are actively functioning in accordance with the standards of prevention of sexual abuse.

4. Review, conduct investigation on SA/SIR employee allegations and provide recommendation based on the findings.

5. Ensure program operations and activities adhere to the guidelines from Administration for Children and Families and ORR, legal guidelines and internal policies regarding prevention of sexual abuse.

6. Monitor care providers to ensure services are provided in a structured, safe and productive environment that meets respective state guidelines, relevant federal law and program policy guide.

7. Responsible for facilitating training on sexual abuse and harassment policies for all minors and staff according to ORR policy.

8. Provide data to the residential facility program to help identify issues and develop solutions; actively promote a culture of client safety, proactive risk management, clinical excellence, and on-going regulatory readiness; and lead quality improvement activities.

9. Collaborate with the program’s departments to coordinate activities for the clients and staff while ensuring such activities and initiative adhere to regulations.

10. Perform unannounced rounds and conduct audits of PSA documentation in all departments.

11. Provide training about Prevention of Sexual Abuse to staff as necessary.

12. Build and maintain relationships with federal agency representatives that assist in improving grant application and project execution.

13. Keep senior management informed with detailed and accurate reports or presentations.

14. Travel to some meetings and periodic on-site visits of program locations.

15. Other task and responsibilities as assigned.

Qualifications and Requirements

  • Level: Bachelor’s degree in behavioral sciences, human services, or social service fields.
  • At least 3 years of experience working with child welfare standards, best practices, and compliance issues.
  • Prior experience working in the ORR program is preferred.
  • Bilingual (English/Spanish)

Other Specialized Training and skills:

• Experience ensuring compliance of procedures and policy in shelter, residential facility or similar workplace environment.

• Necessary:

• Strong management, organizational and leadership skills

• Strong writing, organizational and interpersonal communication skills

• Strong computer skills (Microsoft Office, SharePoint, OneDrive) with the ability to learn new software

• An analytical mindset with great problem-solving abilities

• Thorough understanding of project/program management techniques and methods

• Excellent knowledge of performance evaluation techniques and key metrics

• Knowledge of grants management

• Strong knowledge of data analysis, reporting and budgeting

• C/AN Training

• First Aid/CPR Training

• NIMS Training

Working Conditions/Physical Effort

Work is performed mostly in an office setting. Some overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
