Make an Impact as a Fiscal Grants Manager
The Fiscal Grants Manager oversees the accounting, billing, cash flow, and fiscal management of the government contracts used to fund the operations of ChildCareGroup’s Child Care Assistance Programs. This position works closely with the agency Controller and the Director of Procurement and Fiscal Grants Management, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Office of Management and Budget (OMB) Uniform Guidance, the Federal Acquisition Regulation (FAR), the Texas Workforce Commission Financial Manual for Grant and Contracts, federal and state laws, and company policy. The position reports to the Senior Director of Fiscal Grants Management and Procurement and works closely with the Director on budget preparation and financial reporting for the grant portfolio.

Responsibilities and Essential Job Functions
- Performs monthly financial analyses of Child Care Assistance program expenses to ensure they are reasonable, allowable, and allocable to the grants and are coded to the appropriate program
- Prepares monthly billings for reimbursement grants
- Prepares bi-weekly child care provider payments
- Ensures revenue and expenses related to the Child Care Assistance program grants are recorded timely in the general ledger in accordance with the month-end close schedule managed by the Controller
- Prepares internal budget to actual and forecasting reports to monitor the financial performance of each grant, ensuring expenditures are consistently aligned with program budget and goals
- Prepares monthly cash draw forecasting for provider subsidy payments
- Works closely with the CFO and the VP of Child Care Assistance on funds management and preparation of annual budget reapplications and any additional budget amendment submissions needed throughout the year for all Child Care Assistance program grants
- Prepares the annual SEFA schedule for Child Care Assistance grants as well as any other schedules required for government reviews and other external audits
- Regularly monitors and reviews department processes and proposes necessary changes in accordance with federal, state, and agency guidelines
- Ensures compliance with corporate accounting policies and procedures
- Performs other duties and responsibilities as assigned
Education and Experience
- Accounting degree or 8 years grant accounting experience required, CPA a plus
- Minimum 4 years’ fiscal grant management experience preferred
- Experience with state of Texas child care assistance platforms preferred, including TWIST and Workflow
- Outstanding computer skills with high level of expertise in Excel, Word, and Outlook required
- Experience in general ledger and procurement platforms is required; knowledge of Sage Intacct and/or PN3 a plus
- Attention to detail and ability to meet tight deadlines required
- Ability to work well with people, both within and outside of the organization
- Prompt and regular attendance required
Travel and Compliance
- Must have a valid driver's license
- Driving record must comply with CCG's automobile insurance carrier requirements
- Must have liability insurance coverage and reliable personal transportation
- Ability to travel locally or out of town as required
- Mileage reimbursement is offered when applicable
- Submit to and successfully pass all required agency background checks throughout employment. These include Credit, FBI, Fingerprinting, Neglect and Abuse, Federal, State, Local, and Sex Offender background checks. Background check requirements may be expanded at the discretion of ChildCareGroup and Partner Programs
