This is a Repost. The Manager said the candidates that were interviewed were not proficient in both Project Management and Business Analyst skills. They were unable to demonstrate both during the interview. Also, proven communication skills are required for this position as they will interact with key stakeholders.

The client is looking for an advanced level Project Manager II to work 40 hours a week as a Project Manager for the DNR IT Project and Portfolio Management Section providing services to Environmental Management Division, Bureau of Remediation and Redevelopment.
Will close to submissions on 05/01/2024 4:00PM CST.

Skilled in managing complex IT projects, leading teams, supporting stakeholders, and implementing IT infrastructure. - 10 years
Knowledge and direct experience working as a business analyst/project manager in collaboration with IT professionals, such as developers and business experts to create requirements and develop technical specifications for use in developing custom applications. 10 years
Proficient in project management methodologies like Agile, Scrum, Kanban, or Waterfall. - 10 years
Proficiency in business analysis methodologies and best practices related to business needs, investigative techniques, workflows, use cases, user stories, comparison analysis, time and cost estimates, data analysis tools and techniques. 10 years

Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates are preferred. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Current Remote work policy is 60/40 (2 days required in office per week). Specific days will be aligned with program needs.

The most qualified candidate will have - Direct experience as a business analyst collaborating with IT professionals to develop technical specifications and requirements for custom applications.
  • Skilled in managing IT complex projects, leading teams, supporting stakeholders, and implementing IT infrastructure.
  • Proficiency in business analysis methodologies, including investigative techniques, workflows, use cases, and user stories.
  • Expertise in data analysis tools like SQL, Excel, data visualization, and statistical analysis software.
  • Ability to collaborate with technical experts, end users and other stakeholders to gather information about functions, features, data requirements, input requirements, and output requirements.
  • Ability to use analytical and investigative skills to accurately document the business needs through requirements gathering.
  • Experience with requirements management tools such as Confluence or DevOps.
  • Proficient in project management methodologies like Agile, Scrum, Kanban, or Waterfall.
  • Ability to create technical specifications, identify project roles, track resources, budgets, and monitor project progress.
  • Strong communication skills for reporting, conflict resolution, and stakeholder engagement.
  • Ability to prioritize tasks, adapt to changing demands, and facilitate risk management.

Pay range: $43 to $48 per hour on W2.
