Job Description

Job Title: Lead Transportation Supervisor

Industry: Commuter Rail Operations

Reports to: Transportation Manager

Position Summary:

The Lead Transportation Supervisor is the field representative of the Transportation Manager and is responsible for supervising Transportation Supervisors. The Lead Transportation Supervisor will primarily manage and assign Transportation Supervisors to complete tasks, including operational testing and check rides. He/she will arrange daily and weekly meetings, electronic and telephone communications, and site visits. The Lead Transportation Supervisor is responsible for adherence to all FRA and DOT regulations pertaining to the operation of the RTDC system.

Description of Duties:

  • Assists the Transportation Operating Rules Trainer in scheduling and monitoring certification/recertification requirements according to the CFR 240/242 requirements including the required paperwork (recordkeeping)
  • Train, conduct and assist in the oversight of the efficiency testing program.
  • Provides training of new Transportation Supervisors in the field along with ensuring all Transportation Supervisors are proficient in evaluating event recorder downloads to analyze incidents for corrective actions and provide results for hearings and or for management request.
  • Oversees Transportation Supervisors ensuring they perform their duties in accordance with all Company policies and procedures, operating rules, and applicable FRA regulations.
  • Recommends the transfer, suspension, promotion, training, or discharge of Transportation Supervisors and Train Operators
  • Ensures Transportation Supervisors educate Train Operators, that they are able to perform their duties diligently and in accordance with all railroad rules, procedures and applicable FRA regulations.
  • Acts as a certified Supervisor of Locomotive Engineers per 49 CFR 240/242 to include providing instruction and coaching in train operation and associated operating rules and procedures.
  • Evaluates the skills of Transportation Supervisors, Train Operators and student operators, monitoring job performance, providing instruction and coaching when necessary.
  • Performs fitness for duty checks.
  • Responsible for Infraction and Attendance Notices, disciplinary action, and training Transportation Supervisors in the same process, in the event of rule violations, poor performance, or improper conduct
  • Conducts regular service quality inspections and observations of all aspects of the service including vehicle loading, station and vehicle cleanliness, PA announcements, employee appearance and courtesy and unsafe conditions.
  • Responds to service failures and incidents to safeguard persons, property, and assets and mitigate the situation, provide information to the OCC, support first responders, acts as the Railroad Operations Commander (ROC), and coordinates required railroad actions.
  • Conducts investigations of accidents and unusual occurrences to determine root causes and corrective actions to prevent reoccurrences. Submits reports as required by 49 CFR 225
  • Ensure the diligent application of all safety rules, policies and procedures designed to protect employees, customers and the environment are followed per the DTO Safety Program. Anticipate hazardous and unsafe situations and implement suitable countermeasures!
  • Assist in New Hire Training and Annual Rules Class Instruction
  • Must be available 24 hours/7 days a week to respond to emergencies with the ability to work alternate shifts and days as required.
  • All other duties as assigned.

Qualifications:

  • High school diploma or GED required; bachelor’s degree preferred.
  • A minimum of five years of railroad experience and three years’ experience in railroad supervision
  • Preferred experience in railroad operations either as a DSLE, Supervisor or Manager of Operating Practices, Certifications of DSLE and Train Operator must be maintained as a requirement of this position.
  • Ability to communicate effectively both orally and written.
  • Ability to interact constructively; establish and maintain working relationships with internal/external stakeholders and employees at all levels of the organization.
  • Must be eligible to work in the U.S. and successfully pass a pre-employment background check.
  • Must pass a pre-employment drug and alcohol screening and be willing to comply with the DTO Drug and Alcohol Policy
  • Must pass a pre-employment physical examination to include FRA vision and hearing requirements.
  • Must have a valid Colorado driver’s license.
  • Proficient with Microsoft Suite Applications: Word, Excel, PowerPoint, Etc.
  • Must sign a release of records authorizing all previous railroad employers to provide DTO with background information, if applicable.
