As the primary legal advisor to the VCH Board of Directors, Senior Executive Team, Executive Committees and all departments, the General Counsel proactively drives and informs successful organizational strategies, as well as supports the organization in carrying out its mission and the Ministry of Health Mandate in compliance with applicable laws, regulations and policies.

 

As a General Counsel with Vancouver Coastal Health you will:

  • Be responsible for providing oversight and strategic legal advice to the Vancouver Coastal Health Authority (VCH).
  • Lead the largest in-house legal team in BC health care, and oversees the portfolios of privacy, corporate and information governance, contract law/management, physician agreements and privileging as well all other operational matters including, but not limited to procurement, regulatory compliance and risk management.
  • Sit and/or lead various internal and external committees both locally and provincially for topics tied to the portfolio.
  • Develop strategic partnerships with many organizational partners including the Ministry of Health, the University of British Columbia and external regulatory agencies such as the Auditor General's Office and the Office of the Information and Privacy Commissioner, the Doctors of BC and College of Physicians and Surgeons as well as others, in support of and to advance organizational objectives that include Diversity Equity and inclusion initiatives

 

QUALIFICATIONS:

 

Education & Experience

  • Law Degree from a recognized University.
  • Fifteen (15) years' recent, related in-house and/or external legal corporate law experience.
  • Master's Degree or additional qualifications an asset.
  • Experience in health care an asset.
  • Current member in good standing of the Law Society of British Columbia or eligible for membership within a specified period.

Knowledge & Abilities

  • Thorough knowledge of existing common law and legislation such as Hospitals Act, Canada Health Act and related provincial legislation, the Freedom of Information and Protection of Privacy Act, and many other statues that impact the organization's operations
  • Ability to provide legal opinions and advice in a pragmatic, risk based manner
  • Practiced executive presence where complex legal matters can be clearly and concisely communicated in an effective manner to non-legal minded leaders
  • Thorough knowledge and practice experience in corporate law, including intellectual property, strategic contract negotiations and corporate communications
  • Strength and competence in negotiating for proposals and/or resources (e.g. budgets, people, technology) and finding "win-win" compromises
  • Expert ability to analyze, research, evaluate and interpret legal issues
  • Effective communicator both orally and written
  • A self-starter, pragmatic and adaptable leader
  • Computer proficiency with a variety of relevant software applications.

 

As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19. Proof of vaccination status will be required.
