Description

The selected candidate will be required to undergo a background investigation conducted by the Port Authority Police Department (PAPD)

 Responsibilities

Reporting to the Manager of Security Performance and Program Management in the Office of the Chief Security Officer's (OCSO) Resource Management & Planning (RMP) Department, the successful candidate will be responsible for contract administration, including but not limited to equipment and maintenance contracts for the Port Authority Police Department (PAPD), Resource Management and Planning (RMP), Office of Emergency Management (OEM), and ARFF (Airport Rescue and Firefighting) Rescue Training Center.

 The Principal Contract Administration Specialist is responsible for contract management including:

  • Manage departmental and agency initiative projects for new/replacement systems, materials, or services for PAPD (Headquarters, Police Academy, Pistol Range, Headquarters Support, Special Operations Division), RMP, OEM and ARFF RTC.
  • Prepare and circulate contracts for RMP, OEM, PAPD (Police Academy, Pistol Range, Headquarters Support, Special Operations Division) and ARFF RTC.
  • Ensure contract compliance with Port Authority's policies and procedures especially with the MWBE goals initiative.
  • Manage B2G compliance and monthly reporting including PowerBI dashboards
  • Develop bid specifications, research vendors, develop evaluation criteria, provide guidance and instructions to the departments and personnel in the general preparation of requisitions and purchase orders.
  • Manage contracts by ensuring invoices are paid on time, MWBE compliance is being met, process accruals.
  • Maintain logs of all contract's signatory/approval authorization documents
  • Ensure all contracts are cataloged correctly and easily accessible for cross-referencing purposes.
  • Manage oversight of all OCSO contracts ensuring contract compliance and contract renewals are completed on time.
  • Process order requests over $5k as needed for the above departments.
  • Prepare and process training requests for PAPD (Ex. SOD's Emergency Service Unit 6-month training).
  • Coordinate responses for public records access requests for PAPD as well as other request for information from internal departments and outside government agencies
  • Oversee sealing and expungement of criminal records and oversee the records storage and retention program

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Business Administration or business related major preferred and two (2) years of demonstrated experience with increasing responsibility managing administrative or other business processes.
  • In Lieu of a Bachelor's Degree, Five (5) years of demonstrated experience with increasing responsibility managing administrative or other business processes.
  • Demonstrated exceptional teamwork, interpersonal, oral, presentation and written communication skills
  • Demonstrated ability to exercise good judgment and discretion in handling confidential information
  • Demonstrated ability to organize work and prioritize multiple concurrent assignments within strict deadlines
  • Demonstrated ability to work in fast-paced environment
  • Demonstrated supervisory experience
  • Demonstrated ability developing successful strategies to achieve broad program and business goals and understanding the impacts on various key stakeholders both within and outside the Port Authority as well as how they interact.

 

Desired

Ideal candidates will present the following profile:

  • Proficient with SAP, B2G, and VIM
  • Demonstrated strong working knowledge of Microsoft programs, including Word, PowerPoint, Excel
  • Ability to manage and complete multiple projects and tasks simultaneously
  • Demonstrated strong analytical, problem-solving, and conflict resolution skills
  • In-depth knowledge of the Port Authority organizational structure, policies, and procedures with a strength in procurement process
