Job description

The ITOCC Lead Technician is responsible for overseeing 24/7 Integrated Technical Operations Command Center (ITOCC) operations supporting maintenance planning, emergency response coordination, Fire/Life Safety systems, and facility operations at JFK Airport -Terminal One. The role combines maintenance planning, operational coordination, emergency response management, and Command Center leadership within a 24/7 airport operations environment.
This position serves as the operational lead for all Command Center activities, including preventive, corrective, reactive, and emergency maintenance coordination utilizing Maximo CMMS and associated operational platforms. Responsibilities include maintenance scheduling, technician dispatch coordination, backlog prioritization, operational communications, KPI reporting, emergency escalation management, and support of continuous facility operations.
The ITOCC Lead Technician directly supervises and coordinates the daily activities of five (5) additional ITOCC Technicians, ensuring continuous operational coverage, effective communication, and compliance with operational procedures and emergency response protocols.
This role also oversees Fire/Life Safety testing, inspection, and maintenance contractors under ASG supervision to ensure compliance with FDNY regulations, NYC Fire Code requirements, operational procedures, and life-safety standards.
This position requires strong leadership, technical knowledge, rapid decision-making, and the ability to coordinate multiple operational stakeholders in a fast-paced 24/7 airport environment. The role functions as the primary operational coordination lead during all shifts and is responsible for maintaining continuity of maintenance and emergency operations across all supported systems.
Major Duties and Responsibilities:
Leadership & Oversight:
• Supervise and coordinate five (5) ITOCC Technicians across 24/7/365 operations.
• Manage Command Center staffing schedules, shift coverage, and operational continuity.
• Provide leadership, training, mentoring, and performance oversight to staff.
• Serve as the primary escalation point for critical maintenance and emergency events.
• Oversee and coordinate Fire/Life safety testing, inspection, and maintenance contractor.
Maintenance Planning & Scheduling:
• Plan and schedule preventive, corrective, reactive, and emergency maintenance work orders using Maximo CMMS.
• Develop preventive maintenance schedules and coordinate planned maintenance activities.
• Create detailed job plans describing maintenance requirements for all facility assets.
• Prioritize work backlog based on asset criticality and operational impact.
• Monitor work order status and ensure timely completion of maintenance activities.
Communication & Coordination:
• Serve as liaison between management, technicians, contractors, and airport personnel, tenants, and operational stakeholders.
• Issue notifications regarding shutdowns, outages, emergency repairs, and operational impacts.
• Provide after-hours escalation communications during major system failures or emergencies.
• Coordinate contractor access, operational approvals, and shutdown requests.
Command Center Operations:
• Lead real-time monitoring and coordination of maintenance and facility operations.
• Serve as the primary point of contact for emergency maintenance requestsopert and operational incidents.
• Coordinate technician dispatch and emergency response activities.
• Monitor Fire Alarm Systems and coordinate response actions in accordance with emergency procedures.
• Maintain logs of incoming calls, work orders, alarms, incidents, dispatches, technician activities, and emergency events.
• Support continuous operations during off hours, weekends, holidays, and emergencies.
• System & Compliance Management
• Generate KPI, backlog, staffing, and compliance reports.
• Maintain accurate CMMS records, maintenance documentation, and operational logs.
• Monitor staffing availability and inventory levels for planned maintenance work.
• Ensure compliance with FDNY regulations, NYC fire code requirements, airport procedures, and company safety policies.
• Maintain two (2) FDNY Certificates of Fitness and ensure all staff maintain: F-53 Emergency One-Way Voice Communication Systems and S-95 Supervision of Fire Alarm Systems.
